Program Specialist serves as a coordinator for contracts, purchases, services, equipment and on site evaluations done for the Miami Veterans Health Administration Surgical Services and will manage the Service's contracting processes. Program Specialist will support VISN08 contracting officers by assisting in developing statements of work, monitoring contractor performance, inspecting completed work against contract requirements, recommending progress payments, and other actions as appropriate.
Duties
Duties include but are not limited to:
provide guidance to personnel involved in developing statements of work for clinical and surgical staff, products and service requirements, including those that are complex or unique.
analyze requirements, recommends revisions to the statement of work or specifications, assists with estimating milestones, and establishes a procurement plan to ensure completion of each contract.
assist care and service lines in performing market surveys to determine the availability of required equipment, supplies, furnishings, and support services, with accompanying government estimates, for operation of the surgical services.
analyze needs, and plans alterations and reorganizations to accommodate changing requirements.
manage operations where very difficult problems are encountered with the contractor's ability to meet requirements or time lines, and it is often difficult to secure compliance.
coordinate with all Miami Veterans Health Administration Service departments, primary care clinics, other patient care area, and administrative activities and outside interests, etc., to find ways to meet any new needs identified and budget resources
protect printed and electronic files containing sensitive data in accordance with the provisions of the Privacy Act of 1974 and other applicable laws, federal regulation, VA statutes and policy, and VHA policy including protecting the data from unauthorized release or from loss, alteration, or unauthorized deletion.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized experience: Examples of specialized experience would typically include, but are not limited to: contracts, purchases, services, equipment and on site evaluation of a large medical facility or medical environment, vast medical field skills. Experience in a multi-specialty surgical/medical contracts at a large tertiary medical facility. Experience in the development, writing, and management of contracts for clinical services. Has vast experience in the development and management of contracts budget utilizing historical and projected data. Prepares and presents quarterly data and cost-benefit analyses, and changes in statistical measures, agency program planning, funding and management information system. Knowledge and understanding of Federal and VA acquisition Regulations (FAR & VAAR) and of VISN8 procurement procedures. Experience as a Contracting Officer Representative (COR) with vast experience in the development of statement of work, monitoring contractors' performance, inspecting completed work against contract requirement and progress payment, termination and other actions as appropriate.

Physical Requirements: No strenuous physical demands are required. The work will involve some walking, standing, bending and carrying of light items and files. He/she must be capable of sitting for long periods of time.
