Duties
The primary purpose of this position is: To serve as Headquarters United States Central Command (USCENTCOM), Operations Directorate, Command and Control Deputy Chief directing strategic and operational Command, Control, Computers, Communications, and Intelligence (C4I) officers conducting C4I, Coalition Command and Control Interoperability, and information lifecycle services in the HQ USCENTCOM and its Area of Responsibility (AOR) and the Directorate Data Officer with data responsibilities in the Operations Directorate.
In coordination with the CCJ36 Division Chief, exercises supervisory personnel management responsibilities for the Division and directly supervises subordinate supervisors. Plans, organizes, and oversees the current and future activities of the HQ USCENTCOM, Operations Directorate, Command and Control Division
Plans, organizes, and oversees data modernization activities within the Operations Directorate to ensure data is postured to integrate artificial intelligence, machine learning and is capable of transitioning to cloud capabilities
Lead Joint All Domain Command and Control and Mission Partner Environment (MPE) activities for the Operations Directorate
Applying operational experience, supervises, develops, analyzes, and evaluates detailed plans, goals, and objectives for Joint C2, Coalition C4I Interoperability Element, and Information Lifecycle activities as directed by the USCENTCOM Director of Operations
Responsible for ensuring the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements

- Incumbent may be required to perform periodic travel (CONUS and OCONUS) in commercial and military aircraft
- Position requires accompanying the HQ USCENTCOM staff and performing assigned duties in both exercise and actual wartime situations; this may require operation in both field conditions and a combat zone
- Incumbent may be required to work rotating shifts, weekends and federal holidays throughout the year
- Incumbent is considered “Mission Essential” and subject to recall during off-shift hours seven days a week, twenty-four hours a day
Qualifications
Must be able to obtain and maintain a TOP SECRET/SCI security clearance.
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes ?????knowledge of the USG joint planning process and organizational structure with the ability to lead, analyze, organize, direct, and increase collaboration of interoperability and C2 actions across multiple internal and external USG organizations and various foreign governments; knowledge of safety and security regulations, practices, and procedures; knowledge of integrating advanced technologies, such as cloud computing, advanced automation, artificial intelligence, and machine learning to assess and improve combat plans and operations; and knowledge of qualitative and/or quantitative methods, processes, and policies to identify requirements, research and fund technical and data-driven solutions for C2 modernization.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the USG joint planning process and organizational structure with the ability to lead, analyze, organize, direct, and increase collaboration of interoperability and C2 actions across multiple internal and external USG organizations and various foreign governments.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing.
Knowledge of integrating advanced technologies, such as cloud computing, advanced automation, artificial Intelligence, and machine learning to assess and improve combat plans and operations.
Knowledge of qualitative and/or quantitative methods, processes, and policies to identify requirements, research and fund technical and data-driven solutions for C2 modernization
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
