This position is located in the U.S. Department of Labor (DOL), Office of the Chief Financial Officer (OCFO), Washington, DC All qualified applicants are encouraged to apply. Duties

The incumbent serves as the Associate Deputy Chief Financial Officer for Financial Systems Integrity, the technical and policy advisor to the Chief Financial Officer. The incumbent establishes department-wide financial systems policies and standards, and prepares sound and timely responses to financial systems audited and inquiries from Office of Management and Budget (OMB), General Accountability Office (GAO), Chief Financial Officer (CFO) Council for the Department; The incumbent ascertains the compliance of all financial systems within the Department with the pertinent external authorities such as the FFMIA, FMFIA, NIST and JFMIP system requirements. The incumbent will manage financial systems interface to departmental programs related to grant management/debt collection, cash management and property. The incumbent will assure the the Department complies with the requirements of the Debt Collection Improvement Act, the Prompt Payment Act, Federal Travel Regulations, and related statutes, regulations and requirements. The incumbent will provide technical assistance to the Department of Labor (DOL) offices, administrations, and bureaus in the development or modifications of the financial components of their program systems; and conducts quality control system review of those financial components

Qualifications

Applicants are encouraged to follow the Challenge, Context, Action, and Result model outlined in the guide. 1. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. 5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR NARRATIVE RESPONSES TO ONE (1) SINGLE-SPACED PAGE PER EACH MTQ WITH A FONT SIZE NO SMALLER THAN POINT 12. It is recommended that applicants draft their MTQs in a Word document first, then cut and paste into the spaces provided following each MTQ to ensure length requirements. 1. Knowledge and ability to serve as a principle career policy advisor on financial matters to the Deputy CFO, CFO and the Secretary and to provide leadership, advice and counsel to executive staff and program managers. 2. Knowledge of and ability to develop and apply financial management policies and to oversee financial management programs and systems. 3. Knowledge of and ability to develop and maintain an integrated agency accounting and financial management system, including financial reporting and internal controls.
