This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
You will serve as the Principal Assistant Program Manager (PAPM) for CVN 80/81 in the CVN Program Office (PMS 378) of the Program Executive Office for Aircraft Carriers (PEO Carriers).
Duties
You will serve as the principal trusted adviser to senior leadership in all areas of the organization related to CVN 80/81 construction, unit outsourcing, and Integrated Digital Shipbuilding.
You will be responsible for the development and continuity of policies, programs, and operations to maximize efficiency in cost, schedule and performance.
You will advise senior leadership on Shipbuilding and Conversion, Navy (SCN) funding phasing, budgeting, and expenditures.
You will liaise regularly and serve as the primary interface to the Shipbuilder as well as Participating Acquisition Resource Managers (PARMs) to broker solutions to programmatic and administrative issues.
You will provide review and follow-up of organization-directed assignments and assure that organizational goals, objectives, and deadlines are met.
You will develop long-range plans in digital shipbuilding and detailed ship construction schedules, and lead material acquisition and management efforts.
You will champion program reporting efforts to external stakeholders, including ASN RDA, Congressional Committees, and the highest levels of government.
You will provide detailed analysis of the CVN 80/81 program acquisition portfolio to senior leadership and identify alignment opportunities across both external and internal organizations to gain efficiencies within new construction shipbuilding.
You will provide contract management and oversight.
You will monitor the CVN 80/81 change budget and provide inputs to POM cycles as required.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 broadband level (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of program/project management techniques to conduct long-range planning and execution for the acquisition, in-service support, or modernization of ships.
