The Office of Human Capital Management (OHCM) is seeking to fill a Security Officer, GS-0080-14 position to contribute to the mission of the Indian Affairs (IA) and Bureau of Indian Affairs (BIA) by providing leadership, advice and counsel on all matters concerning the personnel security program. This position will be filled in Washington, DC, Reston, VA, and Albuquerque, NM.
Duties
Manages and administers a comprehensive Personnel Security Program to comply with legal and regulatory requirements and meet customer needs.
Provides leadership in development of, implementation, and compliance with personnel security policy and procedures for all servicing areas.
Develops and recommends specific work requirements, priorities, and resource allocation necessary to the program.
Evaluates the correctness of sensitivity determinations for various positions.
Determines the suitability and security eligibility for entry and retention in sensitive, critical sensitive and public trust positions.
Provides advice, counsel, and instructions to subordinates on work and administrative matters.
Serves as the principal point of contact and liaison on security issues for all servicing areas.
Uniformly and fairly applies Federal policies and standards for personnel suitability, personnel security, information, and document security

- This position is subject to both pre-employment and random drug testing as a condition of employment. Applicants will not be appointed to the position if a verified positive drug test is received.
- Will be required to file an OGE-450, Confidential Financial Disclosure Report Form in accordance with 5 CFR Part 2634, Subpart I.
- Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
- The salary posted in this vacancy is based on the Washington, DC pay tables, however, if the selectee's duty station is Albuquerque, NM the selectee's pay will based Albuquerque, NM pay tables.
- The full performance level of this position is a GS-14 grade level.
- This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final.
- Supervisors who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment.
- Indian Affairs has determined that the duties of the position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Qualifications
GS-14:
To qualify at the GS-14 grade level, you must one year of specialized experience at the GS-13 grade level or equivalent performing ALL of the following: 1) Implementing, executing, and managing guidance for applying personnel security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels of security controls; 2) Advising and instructing on a wide range of security, intelligence, adjudications, and administrative issue; 3) Managing resources, funding, and budget requirements that support Personnel Security programs and services; 4) Structuring assignments to create effective and efficient procedures that result in measuring improved task processes; 5) Leading and coordinating special projects, teams, tasks and initiatives.
