You will serve as a Human Resources Specialist in the Human Resources Office of NAVAL RESEARCH LABORATORY.
Duties
You will provide employee and labor relations services.
You will analyze and recommend solutions to problems that are moderately complex, and often serious/ sensitive.
You will conduct analytical studies, surveys, and evaluations of new or existing programs, functions or projects that are assigned to the HRO.
You will establish and maintain effective relationships with managers, supervisors, labor organizations and employees.
You will write HRO directives, guides and standard operating procedures.
You will mediate disputes and advises the deciding official, during the processing of grievances.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least three years of general experience, one of which is equivalent to the next lower pay band (NO-01) or GS equivalent (GS-4) in the federal service or equivalent experience in the private or public sector performing the following duties; 1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2. Plan and organize work; and 3. Communicate effectively orally and in writing.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
4-year course of study leading to a bachelor's degree
