This position is located in the Health Resources and Services Administration, Office of the Administrator, Office of Special Health Initiatives. Duties

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. As a Budget Analyst, you are responsible for monitoring, reviewing, and reconciling commitments, obligations, and overall expenditures for the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) budget and for all Office of Special Health Initiatives (OSHI) funded programs OSHI-funded. Your major duties and responsibilities include: Serving as the subject matter expert for the monitoring and execution of the approved operating budget for the OSHI PEPFAR Portfolio to assure that funds are properly allocated and are being obligated in a timely and effective manner in support of OSHI program objectives. Developing and implementing processes and procedures to link budgetary and program information to meet reporting requirements and assist the OSHI in managing PEPFAR program's needs. Leading OSHI and its program offices in the development, preparation, and execution of materials for the annual acquisition and procurement planning activities through the Resources Planning and Management (RPM) process. Serving as an advisor to the Executive Officer and senior management in all matters pertaining to the formulation of federal budgets and all supporting activities for the OSHI PEPFAR program. Maintaining complex databases, registers, and other budget tracking systems employed by the organization. Assembling and compiling background and historical data and documentation to assist in the development of budget estimates and justifications, and to identify the cost of operations. Requirements

  • U. S. Citizenship is required.
  • All qualification requirements and time-in-grade must be met by the closing date of this announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year probationary period may be required.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-14: In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis: 1. Providing technical and administrative guidance and support to management and program managers on federal financial management and all phases of the federal budget process for Health Resources and Services Administration (HRSA) programs. AND 2. Proficiency in using federal automated systems and databases (i.e., 4CAST, CGE, STARS, United Financial Management System (UFMS), GOVNet, PRISM and Department of State Accounting Systems) to complete budget, accounting, and financial tasks. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. FEDERAL BUDGET PROCESS - Understands and complies with the Federal Budget process, including budget formulation, presentation, and execution. FINANCIAL BUDGET AND PROGRAM ANALYSIS - Obtains financial information from within and outside of an organization for relevant guidance or other information; reviews and evaluates the financial data and makes recommendations as appropriate. FINANCIAL SYSTEMS - Knowledge of the standards, architecture, and specifications of automated financial systems, including source documents, system flows, system interfaces, and related internal controls. TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
