You will serve as a SUPERVISORY INTERDISCIPLINARY PROGRAM ANALYST/MANAGEMENT ANALYST in the Digital Analytics Infrastructure and Technology Advancement (DAiTA) Group,
Prototyping, Instrumentation and Experimentation Department, ACQUISTION SUPPORT DIV (ASD),
LIFECYCLE ACQUISITION SUPPORT BR of NAVAIRWARCENAC DIV.
Duties
You will serve as a high-level expert with the development of contract request for proposal. and procurement initiation documentation (PID), contract administration as a Contracting Officer’s Representative (COR) and overall portfolio management.
You will provide administrative and technical supervision of subordinate employees in the Branch. Establishes performance standards, assesses performance, counsels, evaluates subordinates’ performance, and recommends awards.
You will plan, schedule and track the workload of the branch, directing and mentoring the team leads in the areas of cost, schedule and performance.
You will prepare contract strategies within regulatory constraints, small business goals, and desired mission outcomes.
You will develop contract financial management strategies for optimum efficiency within financial policy constraints.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13-14 grade level or NM-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrating computer proficiency in Microsoft Office, SharePoint and Teams and Acquisition Analyst specific portals/ tools such as Acquisition Management Suite, specifically Procurement Management Tool, Procurement Integrated Enterprise Environment, and Contractor Performance Assessment Reports. 2) Demonstrating proficiency and advanced knowledge to perform Lifecycle Acquisition functions in the Pre-Award and Post Award scenarios. 3) Demonstrating the ability to prepare market research and industry communications, Independent Government Cost Estimates, Section B, L, and M, Contract Data Requirements List (CDRL), CDRL matrix, Statement of Work and/or Performance Work Statements, and DD-254s. 4) Developing contract financial management strategies for optimum efficiency within financial policy constraints; maintain a COR file for audit readiness.
