This position is part of the Defense Civilian Personnel Advisory Service (DCPAS). The incumbent will be responsible for providing expert technical advice, guidance, and recommendations to senior DCPAS executives and staff in all DoD Components on the most difficult and complex problems and issues related to civilian workforce analytics, strategic planning, competency management, HR accountability, and HR workforce planning and development.
Duties
As a Supervisory Human Resources Specialist at the GS-0201-15 some of your typical work assignments may include:
Provides expert technical advice, guidance, and recommendations to senior DCPAS executives, and commanders and staff in all DOD Components, on the most difficult and complex problems and issues related to civilian workforce analytics, strategic planning, competency management, HR accountability, and HR workforce planning and development. Gains management acceptance at all levels for implementing HR recommendations that involve establishment of precedents or new program requirements impacting the DoD Components.
Leads the development of human capital initiatives ensuring alignment with goals established by the National Defense Strategy, Strategic Management Plan, Human Capital Operating Plan, and other Department Initiatives. Coordinates and partners internally within Defense Civilian Personnel Advisory Service, and externally with stakeholders (e.g. functional communities, components etc.) to develop, implement, and oversee workforce strategies in alignment with Federal-wide and DoD organizational goals. Conducts ongoing environmental scans to assess labor market conditions, evolving human resource practices and industry trends; and evaluates the potential for adoption into the DoD for improvements in processes and efforts to attain and retrain talent for DoD.
Leads change initiatives by facilitating communication, building partnerships, managing resistance, and ensuring successful adoption of workforce-related transformations. HC Data Analytics - Leads the development of and synchronization of standardized HC metrics to ensure optimum data collection and data integrity. -Coordinates the development of solutions where impediments exist in HC data collection from systems internal and external to DoD. Utilizes workforce analytics to provide actionable insights and drive informed decision-making on human capital goals, strategies, metrics and workforce challenge resolution.
Prepares and executes special projects and studies within DoD, or participates in similar efforts that are hosted by external agencies. Develops expert analyses describing DoD's official position to HR-related proposals.

Qualifications
You may qualify at the GS-15, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
Advises senior leadership on complex workforce planning problems and issues;
Demonstrates strategic human capital decision making and policy setting; and
Develop human resources proposals and directives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
