Duties
If selected at the GS-12 level, the below responsibilities will be performed in a developmental capacity:
Provide execution and reporting analysis along with expert technical assistance on matters pertaining to all aspects of Information Technology (IT) fiscal planning, programming, and program/performance budgeting actions.
Serve as expert planner, analyst, and advisor to agency management on program cost analysis, annual/multiyear and long-range fiscal/program planning, and/or commercial issues for key agency programs.
Develop financial strategies related to J6 resourcing requirements throughout the PBR and future year Defense Plan cycles.
Assist ESA Director in presenting, briefing and defending PBR requirements to J6 Senior Leaders and when approved, incorporate budget data into formal exhibits.
Design and conduct studies, reviews, and research projects designed to measure and evaluate program accomplishments, effectiveness, and compliance with agency rules and regulations...

Qualifications
To qualify for a Management and Program Analyst your resume and supporting documentation must support:
One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
GS-13: Plans and programs projects in accordance with budget regulations, guidelines and processes, as well as management, organizational, and fiscal execution principles and practices. Prepares long-range (5 year) and short range planning guidance to accomplish component policies and objectives. Analyzes and evaluates program evaluations and measurements to determine the extent of compliance with rules and regulations. Manages aspects of programs such as IT program goals and objectives, sequence and timing of key programs and milestones, management principles and techniques in compliance with IT laws and policies, regulations, and directives.
GS-12: Monitors projects in accordance with budget regulations, guidelines and processes, as well as management, organizational, and fiscal execution principles and practices. Assists in preparing long-range (5 year) and short range planning guidance to accomplish component policies and objectives. Analyzes and evaluates program evaluations and measurements to determine the extent of compliance with rules and regulations. Assists with managing aspects of programs such as IT program goals and objectives, sequence and timing of key programs and milestones, management principles and techniques in compliance with IT laws and policies, regulations, and directives.
