This position is part of the Office of Energy Efficiency and Renewable Energy - Headquarters, Department of Energy. As an Interdisciplinary Economist/Statistician, you will serve as an Senior Evaluation Specialist responsible for the impact and process evaluation of research and development (R&D), technology demonstration, and deployment investments, providing expertise and experience in complex and scientifically based quantitative statistical and economic analyses.

Qualifications

BASIC REQUIREMENT: You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below. BASIC REQUIREMENTS FOR GS-0110 SERIES: Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. TRANSCRIPT REQUIRED - OR - Combination of education and experience -- courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. BASIC REQUIREMENTS FOR GS-1530 SERIES: Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. TRANSCRIPT REQUIRED - OR - Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experienceis experience that has equipped the applicant with the particular knowledge, skills, and abilities/competencies to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Advising on, scoping, conducting, and/or reviewing formal retrospective economic impact evaluation studies on energy related programs; AND Applying statistical methods, survey and data collection best practices in the conduct of evaluation studies pertaining to energy; AND Participating in publishing and disseminating impact evaluation studies, documenting the results of programs and identifying improvement opportunities. NOTE: There is no substitution of education for specialized experience at the GS-14 level. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
