As a Financial Management Specialist, you will be responsible for the policies, procedures, business processes and systems which are essential for the execution and processing of reimbursable agreement partnerships, accounts receivable and, funds distribution activities. You will analyze, reconcile, record reimbursable and audit financial transactions in the System Application and Product, a module of NASA's Integrated Financial Management (SAP/IFM) System.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Record, administer and conduct the day-to-day operation and maintenance of reimbursable partnership agreements and other revenue, accounts receivable, and funds distribution related financial transactions in the related systems.
Perform analysis, detect and resolve differences, and lead reconciliation efforts for routine to complex financial data problems.
Support and/or conduct special audits and perform studies or reviews to determine reliability and accuracy of financial reports that support external reporting and the Center’s financial position.
Prepare process narratives, standard operating procedures, job aids and desk guides for a variety of reimbursable accounting and funds distribution processes. Develop presentations and instruction for Resources, Projects, and Programs Offices.
Reconcile and Close-out of Reimbursable Partnerships Agreements and other revenue receivable financial transactions.
Develop and formulate estimated pricing and costing for anticipated partnership agreement's life cycle.
Analyze interfaces and subsystem modules; recommend or develop improvements in control techniques. Provide and implement solutions to correct internal control and financial reporting deficiencies.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:
Assisting with financial or resource assessments and following solutions to financial or resource issues;
Drafting financial reports to document finding and recommendations;
Working with financial systems in accounts receivables (such as budget controls, fund distribution, or similar) and assisting in interpreting contractual agreements.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
Assisting in evaluating financial management procedures by studying accounts, reports, or procedural instructions in accordance with legislative or program background pertaining to the accounts or programs;
Performing analysis of transactions to determine corrective actions and serving as a resource regarding the recording and control of financial data;
Working with financial systems in accounts receivables, including budget controls and fund distribution, and interpreting contractual agreements.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Evaluating financial management procedures by studying accounts, reports, and procedural instructions in accordance with legislative and program background pertaining to the accounts or programs;
Serving as a resource to provide technical guidance regarding the recording and control of financial data;
Performing analysis of routine to complex transactions to recommend corrective actions;
Administering and performing difficult or complex fund control activities impacting mission-oriented programs, identifying regulatory and financial changes, resource control functions, and operating level problems to ensure funds are controlled and financial records reflect the status of the organization's financial condition.
