The primary purpose of this position is: to function as a Security Advisor to the Chief of Security/Special Security Officer (SSO), Center's Senior Intelligence Officer (SIO), and the Commander (CC) of the Air Force Technical Applications Center (AFTAC), Patrick AFB, Florida, on security matters for military, civilian, and/or contractor issues.

Duties

Personnel Security: Supports and enforces compliance with the Center's personnel security program. Interprets AF, DoD, and national regulations and laws for Personnel Security processes as they apply and are implemented within assigned Groups, Directorates, squadrons and detachments. Information Security: Serves as a security program specialist supporting and enforcing compliance with operational, functional and mission assurance aspects of an integrated information security program. Physical Security: Supports and enforces compliance with the Center's Physical Security Program. Uses comprehensive knowledge of the integrated organization's mission to advise commanders and/or involved parties on security facilities/equipment/alarm installation, maintenance and use. Industrial Security: Supports and enforces compliance with the Center's Industrial Security program. Maintains an in-depth knowledge of multiple customer missions in order to facilitate the protection of classified and SCI access as required by contract performance. Security Training, Education and Motivation: Assists with the presentation of USAF Initial Security Training and Annual Refresher training for all Center personnel and subordinate units to include contractors.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP)

  • This posn is subject to provisions of the DoD Priority Placement Program
  • Must be registered for Selective Service, see Legal and Regulatory Guide
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments
  • Employee may be required to undergo random Cl polygraph examinations in accordance with security regulations involving material handled. Position may require overtime and/or irregular hours to include shift work

  • This is a key position. The employee must be removed from military recall status if alternatives for filling the positions during an emergency are not available
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
  • Department of Defense Security Fundamentals Professional Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD
  • The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. Work Statement and Performance Level EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include Knowledge of Personnel, Information, Industrial and Physical security concepts, principles, criteria, requirements, technology, and practices. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Personnel, Information, Industrial and Physical security concepts, principles, criteria, requirements, technology, and practices. 2. Knowledge of the intelligence enterprise to support and promote information sharing and strategies. 3. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs. 4. Skill in the use of analytical principles, practices, and techniques to review and evaluate security programs to meet mission requirements and improve the security program for the organization. 5. Ability to communicate orally and in writing, clearly, concisely, and accurately. 6. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
