This position is located in the Office of the Associate Director of Patient Care Services (ADPCS) at the Syracuse VA Medical Center, Syracuse NY. The incumbent performs duties in support of the Nurse Recruiter. Responsibilities require the understanding of the entire operation of Nursing Service including detailed knowledge of the department programs, regulations, onboarding process and service requirements.

Duties

Duties include but not limited to: Incumbent functions as the Program Support Assistant in support of the Nurse Recruiter and is essential to the operation of the service coordinating all administrative functions for nurse recruitment and onboarding processes. Independently verifies and prepares necessary paperwork for onboarding tasks including Nurse Professional Standards Board (NPSB). Maintains an electronic monitoring system for tracking all phases of the onboarding process. Serves as resource person and technical advisor for all services in the medical center regarding the onboarding for nurses and all aspects of the processes of the board. The incumbent will coordinate meetings, appointments, etc. This will include scheduling appointments and meeting based upon personal knowledge of the workload and commitments. Reschedule meetings with conflicts arise. Coordinate scheduling of rooms, video equipment, phone conferencing lines, assembling support material and notifying attendees. The incumbent will attend assigned medical facility meetings and will be responsible for meeting agenda, minutes and submission to committee chairs of completed meeting minutes for approval. This will include maintaining all archived documents pertaining to each committee and any follow up items regarding the committee. The incumbent will collect, compile and/or track data to support policy development and administrative decisions and will be responsible for process of service level policies, standard operating procedures (SOP) and Medical Center Policies (MCP) pertaining to Nursing Service. This includes but is not limited to proofreading, formatting, typing and assisting the Executive Assistant in the development and revision of policies. The incumbent will monitor MCP and SOP deadlines though a tracking system and will provide support for Nursing Service to format and send to appropriate parties for review. Performs a detailed analysis of the collected data, reviews for omissions or inconsistencies documents findings and report the findings to leadership. Incumbent will assist Nursing Leadership / Recruiter as well as functional work groups in preparation for the Joint Commission surveys and is responsible for the administrative review of nursing operations to ensure compliance with requirements of OIG, Joint Commission Accreditation and other internal or external teams. This includes but not limited to ensuring Nursing policies and Medical Center Policies are compliant through editing and tracking system, proving support to Nursing Leadership with documentation, availability, scribing, six­ part folder audits and completion, memorandums and other forms of written communication. The incumbent is an Automated Data Processing Application Coordinator (ADPAC) for Nursing Service. The incumbent serves as a Personal Identification Verification (PIV) sponsor. Incumbent confirms identity and enters information into PIV system for current and newly hired employees. Tracks the status of PIV card issuance and educates staff on security and use of PIV card. In the absence of the Secretary to the ADPCS and/or other ADPCS Program Support Assistants, incumbent may be required to provide back up support on a temporary basis. The incumbent receives and reviews regulations, directives and memoranda on administrative functions. Interprets such material and determines the extent, which the organization is affected and advises operating officials. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Extensive knowledge of laws, regulations, directive, and hospital memoranda, and an ability to interpret and apply regulatory guidelines to numerous Healthcare programs. Extensive knowledge of all regulations, directives, policies, and procedures governing all VSC programs. This includes: Enrollment and Registration, eligibility determination, bed control/ emergency room, Descendent Affairs, Beneficiary Travel, PFOP, billing, Environmental Exposure Program, Sharing Agreements such as TRICARE/ ChampVA, and Data integrity. Extensive knowledge in VISTA software packages. Thorough knowledge of email systems, MS office, spreadsheets, and other equipment. Thorough knowledge of medical administrative processes as they apply to eligibility and access to care is necessary for this position. Knowledge of how to facilitate our customers "use" of our services. Working knowledge of both Joint Commission and VA health information/ documentation requirements as applied to the inpatient/ outpatient setting. Knowledge of medical terminology and the ability to read and interpret written provider orders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no educational substitution for the GS-06 level.
