The incumbent serves as an ICC Lead Program Support Assistant for the Mental Health Integrated Care Community (ICC) at the Syracuse VA Medical Center and reports to the Mental Health ICC Administrative Officer. The incumbent completes and coordinates a wide variety of administrative and clerical tasks essential to the executive administration of the ICC (service line).

Duties

The Lead Program Support Assistant: Responsible for all timekeeping functions for assigned T&Ls. Reviews time and attendance data of staff at multiple locations and programs prior to certification by supervisor. Stays abreast of current payroll and HR guidance as related to timekeeping and knows how to apply the rules/regulations for each type of situation. Provides procedural advice to staff and supervisors and consults with VISN Payroll and HR, as needed. Establishes procedures and tracking mechanisms to monitor ongoing timekeeping needs such as in-lieu days, on-call, paid parental leave, etc. Communicates directly with staff and supervisors regarding any issues surrounding timekeeping. Acts as the Fund Control Clerk for assigned fund control points. Reviews submissions for compliance with budget requirements and helps ensure that the programs stay within budget by keeping detailed records. Sets up controls to monitor expenses during the year; recommends budget adjustments including restructuring budget allocations or work plans to deal with changing situations. Purchases supplies, equipment, and services through open market purchase by blanket agreement, cash or field purchase order, or similar methods; processes and tracks purchase documents. Develops internal administrative processes and procedures, preparing, reviewing and maintaining a variety of mission related documents and reports. Processes incoming and outgoing materials such as correspondence, reports, memoranda, and other forms of written communication. Attends designated meetings and prepares agendas and minutes. Composes letters and reports; reviewing for accuracy and completeness; preparing presentation outlines; responding to general inquiries. Serves as the primary point of contact for the program for calls both within and outside of the VA. The incumbent helps resolve the problems or, if not possible, ensures that the call is transferred to the appropriate person. Distribute and balance workload among employees in accordance with established workflow or job specialization, assure timely accomplishment of the assigned workload, and assure that each employee has enough work to keep busy. Orders and maintains office supplies. Promotion Potential: This position is at the full performance level (GS-07) Work Schedule: Monday through Friday from 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06.. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the capabilities, operating characteristics, and advanced functions of a variety of types of software, e.g., Share point, database, excel, word processing, Outlook, CPRS, IFCAP, TMS, VATAS, VISTA as well as any additional required systems. Knowledge of the similarities, differences, and integration of the different software types to select the most appropriate software type for a specific office need. Incumbent has a working knowledge of graduate medical training programs and associated human resources requirements. Knowledge of a body of standardized rules, procedures, and operations of the Mental Health ICC to perform the full range of standard clerical assignments and resolve recurring problems by recognizing the dimensions of the problem involved, collect the necessary information, establish facts, and take or recommend actions based upon application or interpretation of established guidelines. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing and carrying of light office items.
