THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a HR SPEC (INFO SYS) (Title 5) (Permanent), Position Description Number T5020000 and is part of the VA HR, National Guard.
Duties
As a HR Spec (Info Sys) (Title 5), GS-0201-12, you will perform the below duties:
Manages automated Human Resources (HR) Information Systems and applies high-level data systems skills and practical HR management expertise. Plans, organizes, manages, and performs duties necessary to accomplish information systems management functions in support of Human Resources programs essential to state, regional and NGB Army/Air National Guard daily operations, training, and readiness missions. Applies a practical knowledge of civilian HR management rules, regulations, policies, and procedures that have impact on or are related to HRIS. Serves as a NGB State-Level expert in providing assessments, analysis, evaluations and recommendations on agency requirements for implementation and deployment of national programs.
Provides technical support services to system users in the field. Develops and interprets policy for Human Resources disciplines as it relates to HRIS DCPDS. Troubleshoots system problems, including operation failures, provides emergency assistance, and administers system interpretation and guidance. Identifies and reports significant system problems to appropriate NGB personnel. Provides advice to HRO staff and serviced organization officials to ensure timely implementation of new subsystems and/or enhancements to new or existing systems. Prepares and coordinates operating instructions and information relative to operation of the HR information system. Fosters an environment conducive to teaming among service providers and customers to meet state, regional and NGB Army/Air National Guard Human Resources Information Systems requirements.
Provides management advisory services to all levels of, regional and state customers requiring knowledge of each specialized human resources area. Researches and analyzes a variety of unusual national HR information system issues/problems to provide HRIS management advisory guidance, recommendations and possible resolution.
Administers State Assistance training regarding HRIS matters. Develops training plans and outlines to implement training strategies may be used nationally. Serves as the primary representative for training issues related to information systems. Determines training requirements on all HR and payroll information systems and advices as to the kind and frequency of training deemed appropriate. Plans, conducts, and evaluates training of HR personnel by monitoring progress and competency levels within HRO program areas.
Develops complex Quality Control (QC) Program queries to ensure DoD standardization is met across the 54 states, territories and the District of Columbia. Works with HRO(s) to identify and correct invalid data utilizing all means available. Analyzes quality control queries, personnel/payroll data reconciliation, rejected actions and reports to determine trends, problem areas and recommends modifications. Follows up to ensure corrective action is accomplished. Determines relative priorities of the HRO and coordinates with servicing computer facility to ensure timely processing of HR requirements. Interprets requirements and changes as they impact human resources administration policies and procedures, and recommends appropriate action.
Manages the system security management program including performance of access control management, accountability verification and validation of resources, system backup and recovery, virus detection and elimination for the HRO. Serves as the focal point for monitoring and controlling HRIS access for the HRO. Performs user account management services by identifying users to be added/deleted/modified, group assignments and system privileges to ensure confidentiality. Provides encryption services as necessary. Identifies entry paths into the HRO and ensures appropriate electronic protections are provided to prevent unauthorized access. Maintains working relationships with communications personnel on resolving firewall/server issues too difficult to resolve by the specialist. Resolves printer and client- server issues.

GENERAL EXPERIENCE: Applicant must have experience serving as the expert in Human Resources Information Systems (HRIS) and as the State senior Human Resources Specialist (Information Systems) in planning, operating and administering the operation of the DoD Enterprise-Wide Automated Human Resources (HR) Systems such as the Defense Civilian Personnel Data System (DCPDS) and employee Official Personnel Folder (eOPF).
SPECIALIZED EXPERIENCE: Applicant must have at least 12 months of specialized experience, education, or training equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government? This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:
