The position is in the Office of the Associate Director of Patient Care Services/Chief Nurse Executive (ADPCS/CNE) of the Veterans Affairs Medical Center. The incumbent is the Administrator for Nursing Administrative Operations reporting to the ADPCS/CNE. The incumbent works with the Executive Leadership/Pentad members, the executive staff of the Pentad, and Service Line Executive.
Duties
Major Duties:
The incumbent will perform analysis of all areas of care delivery and management including planning, organizing, implementing, coordinating, controlling, evaluating, educating, and improving medical, administrative and support operations of the health care system geared to the successful accomplishment of the VA mission, receiving additional direction and guidance as needed.
The incumbent will develop policies, processes, and departmental program goals and objectives related to the VA mission for programs within the ADPCS/CNE's perview.
The incumbent is thoroughly acquainted with the Quality Assurance Program, joint Commission Accreditation, and internal review activities, such as surveys and audits.
The incumbent acts as a personnel management expert, advising high level officials on all aspects of personnel management activities.
Makes recommendations relating to various personnel policy issues and provides advice at a high agency level on personnel management matters and problems.
Maintains continuous liaison with the departmental human resources office in areas of personnel recruiting, promotion, training, equal opportunity employment, disciplinary action, performance evaluation , recruiting, etc.
Assists the managers and supervisors and keeps them informed of any potential problem areas requiring their attention.
Makes every effort to solve problems situations before they become significant problems.
Conducts studies and makes recommendations on various administrative and management functions.
Develops systems and methods for tracking, managing, and reporting.
Interprets human resources regulatory policy, and procedural requirements.
The incumbent will develop and coordinate professional service budgets and the distribution of resources to the various service lines within the ADPCS/CNE.
Utilizes budget estimates prepared by service level staff to determine base resource levels needed by the service lines within the ADPCS to provide quality and safe patient care.
Reviews budget estimates submitted, analyzes program plans and information, and identifies need for changes.
Makes analyses of program reports, financial statements and other accounting data, correlating and verifying information.
Reviews correspondence for technical and substantive compliance with management and department policies.
Work Schedule: Monday-Friday 0730am-4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements
Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
or
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
Specialized ExperienceGS-14: For the GS-14 grade level you must possess one (1) full year of specialized experience, equivalent to at least the next lower grade level (GS-13). Examples of specialized experience is comprehensive knowledge of the range of administrative laws, policies, regulations, accrediting requirements and precedents applicable to the administration health care delivery systems in general and in the country at large, knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments.

Physical Requirements: The work is primarily sedentary. Slight physical effort may be required, such as walking through the entire facility and carrying of light objects up to 5 lbs. such as files, books, papers, and laptop. Some standing and bending is necessary. Some travel is required. No special physical qualifications are required.
