Salary: $90 662 - 117 856 per year

You will serve as the Civilian Human Capital (HC) Program Manager providing program management and oversight of civilian human capital and joint manpower programs. You will assist with all support, logistical, and overhead functions and, in the absence of leadership, oversee mission support branches. This position is located within the Mission Support Directorate at JIATF WEST, Camp H.M. Smith, Hawaii.

Duties

You will oversee the Government Purchase Card Program; certifying the budgetary and legal requirements for all government credit card purchases made. You will manage and oversee the Defense Civilian Intelligence Personnel System (DCIPS), payroll Customer Service Representative (CSR), performance management, training, and professional development. You will advise leadership on all civilian hiring and placing decisions. You will engage with senior officials, supervisors, and employees on complex civilian human capital management issues. You will analyze and make recommendations on optimal organizational structure. You will advise and assist on recruitment options, identify skill criteria, develop job analyses, and provide advice on salary negotiations.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a two-year DCIPS trial period requirement.
  • Occasional travel may be required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilize knowledge of complex federal human resources management functions, theories, and techniques to advise leadership on civilian human capital management issues, including employee recruitment and retention, development, and training programs; Identify inefficiencies in administrative programs, including performance management programs, timekeeping (i.e., SLDCADA), and the Drug Free Workplace program, and recommend improvements to optimize effectiveness and productivity; Conduct briefings and develop supporting documentations to justify recommendations on the utilization of money, manpower, and resources related to the development of program objectives and operations of the organization.
