This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Defense Industrial Base (DIB) and Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Employees work Mon-Thurs, 0630-1700 hrs.
Duties
Performs various budget functions.
Responsible for fund control using SAP ERP software.
Develops procedural instructions/report formats for budget submissions.
Compiles and distributes segments of the approved budget by organization or functional area.
Monitors all transactions posted to ensure budget is balanced.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the employee to occasionally travel away from the normal duty station 5%.
- The employee may be required to work overtime.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the NDAA 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- This position has a Data Analytics (DA) requirement. The incumbent must meet all requirements for DA level one (1) certification within 12 months of being placed on the position.
- Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.

Specialized Experience for GS-09: One year of specialized experience which includes gathering and consolidating financial data for formulating budget documents and using automated software to track financial data for discrepancies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Accounting, or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience for GS-11: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes 1) Experience in monitoring financial data; 2) Experience in the development of budgets; 3) Experience in preparing budget justification packages; and 4) Proficient utilizing complex data systems and Microsoft Office products (Word, Excel, PowerPoint, etc.). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Accounting, or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
