This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DIB & MRTFB to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Employees work a 4/10 work week, Mon-Thurs, 0630-1700 hrs. Youth Facilities and daily child care available. The depot serves as an Army Expeditionary Logistical Support Center, (Mass transportation is available at minimal cost.) Surrounding area boasts a full range of outdoor sports/recreation activities.
Duties
Interprets budgetary policies, guidance, and procedures issued by higher headquarters, Office of Management and Budget (OMB), and Congress.
Independently develops and issues subsequent policies/guidance for use within and by the various Depot organizations.
Develops and issues guidance/procedural instructions and provides advice to SIAD managers and their directors during the formulation of the annual budget estimates for the budget year and out-years.
Consolidates, prepares, and submits the final, detailed budget submission.
Develops a Depot and organization wide system of administrative controls to review and monitor budget execution.
Responds to numerous requests for budget-related information/statistics from higher headquarters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Data Analytics requirement. The incumbent must meet all requirements for Data Analytics Level 1 certification within twelve months of being placed in the position.
- This is a Financial Management Level 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- Must comply with all Department of Defense and Department of the Army requirements of this certification program. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- Temporary Duty Travel, TDY may be required up to 5% of the time.

Specialized Experience: One year of specialized experience which includes formatting and executing budgets and managing fund control and availability. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
