Duties
Major duties include but are not limited to:
This position will serve as the Senior Economist within the Employee Benefits Security Administration (EBSA)'s Office of Research and Analysis, Division of Economic Research and Analysis.
- As a senior economist, the incumbent formulates, conducts, and guides economic
research projects, analyses, or programs with great impact and significance to the
agency. These analyses are concerned with new initiatives and innovations in economic
analysis, theory, concepts, and analytic techniques and methods development as
applied to a particular area of economic activity. Conceptualizes large or complex
economic problems, performs economic research, and conducts integrated studies
related to economic programs, functions, and principles. Applies a high degree of
insight to isolate and define key features of the problem - interpreting relationships and
incorporating unprecedented economic factors that cut across all sectors of the
economy.
- Plans, manages, and contributes to the accomplishment of significant economic
research programs, policies, or special studies - interpreting relationships and
incorporating economic factors that cut across all sectors of the economy. Assigned
economic programs are extensive and varied - requiring considerable collaboration and
elaborate research machinery to effectively research, investigate, and resolve critical
economic problems. Based on analytical findings, provides authoritative advice to
management officials for decision-making purposes directly impacting important aspects
of the nation's economy.
- Undertakes studies and/or manages project teams that engage in the economic
analysis of major planning or program and policy issues related to the agency's specific
area of focus. This includes, but is not limited to, determining the requirements of
assignments; planning the scope and approach to be taken; furnishing guidance as to
policies, interpretation, and conclusions of data; analyzing factors and conditions
affecting project evaluation; and formulating conclusions and recommendations for
consideration by senior officials in establishing policy and making decisions.
- Serves as an agency representative and senior consultant to agency and departmental
officials, the private sector, other federal government leadership, state and local
agencies, Congressional interests, and other stakeholders on a wide range of economic
issues, policies, and concerns. Prepares and delivers formal and informal briefings and
presentations on the area(s) of expertise in meetings, conventions, interagency task
forces, etc. - clearly communicating and explaining complex technical principles and
analyses to stakeholders, customers, and other appropriate audiences. Prepares
memos and documentation about the data trends and productivity measures, which
originate from Department, other Agencies, or the private sector.
- May serve as the technical expert for system design and/or testing. Leads the planning
and decision-making processes involved in system requirements development,
acceptance testing, and implementation of system changes. Provides innovative
recommendations for system improvements that advance program operations and
goals.

Requirements
- Must be a U.S. Citizen.
- Must be at least 16 years old.
- Requires a probationary period if the requirement has not been met.
- Candidate required to obtain the necessary security/investigation level.
Qualifications
You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Economist, as described below.
BASIC REQUIREMENTS:
A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic education requirements above, applicants must meet the following experience:
SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade GS-13 in the Federal service or equivalent in the public sector. This experience must have equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience must demonstrate a thorough understanding of economic principles and theories and a wide knowledge of current economic factors and their implications.
Specialized experience is defined as using advanced economic theory, statistical or econometric methods to analyze policy, legislative, regulatory issues relating to various aspects important to private employee benefits (e.g., economic research studies or use of current statistical software packages like SAS, Stata, or R to conduct analysis) or experience using primary and secondary databases relevant to private employment-based health and retirement benefits (e.g., Form 5500, Form M-1, Form PR, Current Population Survey, Survey of Consumer Finance, SIPP, Health and Retirement Survey, Panel Survey of Income Dynamics, Morningstar, health claims data, or various industry databases relevant to private employee benefits) to provide accurate technical analysis, guidance, and/or briefings to EBSA investigative staff as well as senior level managers.
