About the Position: This is a permanent position with Army Clinic Moncrief. Moncrief Army Health Clinic is located on Fort Jackson, South Carolina and is part of the 82 square mile military installation located adjacent to the state capital of Columbia. This is a Direct Hire Solicitation

Duties

Acts as a liaison between various government agencies and private insurance companies to gather information in regards to patient reimbursement. Devise procedures for processing claims against third-party insurances in non-standard situations not governed by higher authorities. Communicates interpretations of financial responsibility to patients and/or their families in the right to recover funds. Establish long-term strategic objectives. Analyze technical and regulatory guidance to offer counsel to senior management regarding patient administrative matters relevant to business office operations. Oversees the management of all facets of patient account operations. Offers daily technical and administrative oversight of office staff.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Tier 1 Investigation is required.
  • Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
  • This position may require the incumbent to work on any day or shift, including PMs, nights, weekends, holidays, or on an "on call" basis, necessary to meet mission requirements.
  • This position requires Temporary Duty (TDY) or business travel approximately 5% of the time away from your permanent duty station.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: 1) utilizing analytical and evaluative methods to address issues or conduct studies related to the efficiency and effectiveness of operations of Third Party Collection Programs, 2) identifying potential sources of fraud related to the handling and recording of cash transactions, 3) well versed in medical record charting, revenue codes, and the reimbursement codes specific to individual insurers, 4) provides guidance to subordinates, ensuring their professional development and success. This definition of specialized experience is typical of work performed at the next lower grade/position in the federal service (GS-09).

Education

Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a degree or a major in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of by 60. Add the two percentages.(Note: You must attach a copy of your transcripts.)

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
