This position is located at Bureau of the Fiscal Service, Wholesale Securities Services. As a Financing Specialist, you will provide financial, technical, and policy analysis and conduct special projects and studies primarily related to the Treasury's Marketable Debt Financing.
Duties
As a Financing Specialist, you will:
Coordinate with Treasury's Office of Debt Management (ODM) and Office of Fiscal Projections (OFP) to prepare official auction offering announcements with the terms and conditions of sale or buyback of marketable Treasury securities for release to the news agency servers, dealer, institutional, retail, and sovereign auction participants.
Direct business and technical staff within Fiscal Service and the Federal Reserve Bank (FRB) for announcement, auction, and settlement during standard processing as well as exception/contingency processing.
Prepare analytical reports and position papers after completion of research and study. Generate alternatives and perform risk assessment and SWOT analysis.
Participate with other Treasury employees, Federal Reserve employees and industry representatives on task forces, work groups, and project teams.
Assist and advise executives and senior management of WSS in planning and executing Fiscal Service's role in the commercial book-entry system.
Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes performing technical and financial analysis by conducting process or project assignments in accordance to established regulations, policies, and procedures.
Examples of such experience could include:
Participating as a team leader in the development or design of operational processes; OR
Participating as a project leader in the development or design of automated or computer systems; OR
Defining business requirements, testing and project management; OR
Working with policies, procedures, and regulations for marketable securities or the systems to sell them; OR
Conducting analyses on all phases of financing operations; OR
Preparing analytical reports on highly technical issues related to financing matters; OR
Developing and writing requirements by gathering information that is followed through to design/testing.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
