This position is located in the Department of Homeland Security, Federal Protective Service, Washington, District of Columbia.
Duties
The primary purpose of this position is to serve as a public affairs writer/editor, responsible for helping enhance communications through the agency's employees and stakeholders.
Duties performed:
Managing content for a weekly employee newsletter.
Creating, maintaining and updating an editorial calendar.
Providing comprehensive editorial and production support required for Directorate Division electronic publication needs.
Using desktop publishing software to develop designs, infographics and content for online, social media and email distribution to various audiences.
Conducting research and creating clear, concise, and grammatically accurate products on behalf of agency senior leadership to include talking points, leadership messages/ announcements, and Congressional testimony.
Writing and editing tailored information products for a variety of audiences about the organization's missions, functions, goals, programs, priorities, activities and accomplishments, and in accordance with the Plain Language Act of 2010.
Qualifications
Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.
GS-11 Qualifications
A. Specialized Experience: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-9 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Gathering information for assignments by studying related information to write clear and thorough material (may include talking points, journalistic stories, employee broadcast email, and/or announcements); and
Conducting research to develop information for managing editorial calendars; and
Reviewing published content to ensure it is appropriately formatted by Associated Press (AP) and organizational style guides.

B. Have successfully completed three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree; or successfully completed a Ph.D.; or LL.M., if related, at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work of the position.

C. Have less than one year of experience as described in A and less than 3 years of graduate level education as described in B. However, I have a combination of specialized experience and graduate level education that when combined, equals at least 100% of the total requirement. Note: Only graduate education in excess of the master's level [generally 36 semester hours] may be used in this calculation.

GS-12 Qualifications:
Specialized Experience: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Using desktop publishing software to develop infographics, charts, and/or content for websites (may include social media, employee newsletters, and/or digital products);
Writing and editing content to include website material, press releases, leadership messages, and talking points on program topics (may include congressional testimony); and
Managing editorial program activities to maintain up-to-date knowledge of organizational activities for publication in internal or external products.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
