Duties

Typical work assignments include: Developing mathematical, and/or models for evaluation, identification, collection, and analysis of data used to support projects or programs. Selecting the appropriate data collection and analytical techniques for program analysis from various sources. Conducting data analysis, collecting data, and creating and displaying data visualization for analysis to draw conclusions. Development of algorithms and/or tools to support data manipulation, cleaning, and processing, machine learning, statistical modeling, and other quantitative methods to conduct analysis, and the data visualization techniques to articulate findings. Knowledge of data science, applicable computer science concepts, and applicable mathematical and statistical theories, techniques, and methods to gather, analyze, design, and construct new processes for modeling, interpreting, and/or reporting quantitative information, trends, relationships, and correlations among or within data sets. Conducts and prepares detailed data and code documentation for assignments and projects as needed and in compliance with agency and federal data governance standards. Additionally, the incumbent conducts this work using appropriate software and analytical tools, which include, but may not be limited to, Power Platform: Power Automate, Power Apps, and Power BI, SharePoint, Tableau, Python, and R, as well as other programs as they are available and approved for use at DHS.

Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required education and experience for the respective grade level in which you are applying. Applicants must demonstrate that they meet the Basic Requirement for the GS-1560 Series AND Qualification requirements as listed below in order to be considered. BASIC REQUIREMENTS: This position has a positive education requirement. To qualify for this position, you must meet one of the basic requirements described below: A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS: You qualify for the GS-12 grade level, if you have: EXPERIENCE: At least one year of specialized experience equivalent to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to the GS-11 if outside the Federal service performing the following duties: Participates in the identification and execution methods, processes, algorithms, tools, and systems to extract and process data, conduct detailed rigorous analysis, and interpret findings; Drafts recommendations and decisions about adjustments to analysis and research and plans when such action is required, based on appropriate consultation with the supervisor, and informs the supervisor; AND Development of algorithms and/or tools to support data manipulation, cleaning, and processing; machine learning, statistical modeling, and other quantitative methods to conduct analysis; and the use data visualization techniques to articulate findings. You qualify for the GS-13 grade level, if you have: EXPERIENCE: At least one year of specialized experience equivalent to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to the GS-12 if outside the Federal service performing the following duties: Development of algorithms and/or tools to support data manipulation, cleaning, and processing, machine learning, statistical modeling, and other quantitative methods to conduct analysis, and the data visualization techniques to articulate findings; Knowledge of data science, applicable computer science concepts, and applicable mathematical and statistical theories, techniques, and methods to gather, analyze, design, and construct new processes for modeling, interpreting, and/or reporting quantitative information, trends, relationships, and correlations among or within data sets; AND Conducts and prepares detailed data and code documentation for assignments and projects as needed and in compliance with agency and federal data governance standards. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

You must show the education credentials have been evaluated by a private U.S. organization that specializes in interpretation of foreign educational credentials and such education has been deemed equivalent to that gained in an accredited U.S. education program.
