Duties
Performs a broad range of research, experimentation, and quantitative analyses entailing unique problems, creativity, innovative use of modeling and computational techniques, advanced quantitative approaches, and/or new digital technologies.
Utilizes data science expertise in the collaborative identification, curation and/or creation of data sets to define and evaluate, or predict, future capability and force development requirements using descriptive and mathematical models and computer-based computational analysis tools.
Assists the Chief, Rapid Analysis Branch, in exercising management responsibilities.
Maintains continuous liaison with other Department and Service Staff Directorates, other Service Headquarters and DoD Office counterparts, and USAF MAJCOMs, research centers, and analytic agencies to ensure USAF future concepts, capability requirements, and force design analyses are consistent and integrated throughout the Air Force community.
Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development (R&D) organizations, and participation in formal training and certification programs.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Work (and Branch) is distributed across two primary duty locations within the Washington, D.C., Maryland, and Northern Virginia metropolitan area (i.e., Joint Base Anacostia-Bolling and the Pentagon).
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Data Science Series 1560.
BASIC REQUIREMENT: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. NOTE: You must submit a copy of transcripts with your application.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Courses equivalent to a major field of study (30 semester hours), plus additional education or appropriate experience. NOTE: You must submit a copy of transcripts with your application.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes advanced knowledge of analytical, mathematical, or statistical theories, principles, concepts, methods, and techniques to provide expert judgments concerning the validity of assumptions made and the criteria to evaluate alternatives. Professional knowledge and mastery of a broad range of data analyses, mathematics, statistical analysis, descriptive and computational modeling/simulation, and/or other digital scientific technologies, standards, methods, techniques, practices, and procedures to represent real-world environments using complex and potentially inter-related variables. Professional knowledge and expertise in data modeling, query authoring and performance tuning with an in-depth understanding of data modeling best practices, relational and graph databases. Expert knowledge and experience working with large and complex data sets and performing extensive analysis of volumes of data and designing and delivering frameworks to facilitate the data development lifecycle and design, implementation integration and maintenance of the pipeline and data warehouse and possibly transition to cloud-based data solutions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert professional knowledge of empirical research practices, quantitative analysis methods, and operations research techniques used to conceptualize, develop, adapt, modify, and apply descriptive and computational models that explore difficult problems and investigate alternative solutions in support of the systems engineering and PPB&E community.
2. Advanced knowledge and skill in a broad range of defense department or industry standard technologies and methods related to digital systems modelling, data science applications, data analytics tools, machine learning, AI, and cognitive science programs. Experience and knowledge in analyzing of Air Force strategies, operations, tactics, resource and information processes, force structures, and weapons systems. Includes systems engineering and operations research principles and mastery of scientific and analytical capabilities.
3. Mastery of skill necessary to develop and utilize appropriate data modelling, data collection, data engineering, and databasing techniques, as well as skills to design, build / use algorithms, models, and simulation techniques that enable inferential statistics, predictive analytics, and visualization of compiled data.
4. Skill in leading advanced study teams composed of industry, government, and academic experts; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints.
5. Advanced skill in articulating and negotiating very complex and sensitive issues with officials of diverse perspectives and often with different or opposing views. Expert Ability to negotiate and defend findings and gain executive support for new concepts.
6. Ability to plan, organize, direct, and lead the functions of staff and/or study teams tasked to originate new ideas, projects, and methodologies. Communicates in a way to negotiate complex and/or sensitive issues and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
