This vacancy is for a Management & Program Analyst (Public Notice Flyer) in the Economic Development Administration within the Department of Commerce. EDA is seeking applicants under special direct hire authority provided to EDA for the Regional Technology and Innovation Hub ("Tech Hubs") program for this position in the Economic Development Administration's (EDA) Office of the Assistant Secretary (OAS), which reports to the Tech Hubs Program Deputy Director for Strategy & Impact.

Duties

EDA's new Regional Technology and Innovation Hub ("Tech Hubs") program, authorized by the CHIPS and Science Act, seeks to identify and invest in regions with the assets, resources, and capacities to become globally competitive within the next decade and to strengthen economic and national security by enabling the industries of the future to start, grow, and remain in regions all throughout the United States. This is not only a new program but also a new paradigm for EDA, aligning simultaneous, complementary projects across disciplines and thus requiring new expertise the extends beyond economic development into national security, technology commercialization, capital allocation, workforce development, and other domains. The Tech Hubs Program, like many of EDA's traditional programs, invests in a wide array of project types and structures to meet the needs and leverage the opportunities in specific regions and economies. This flexible funding requires a team of adaptable, entrepreneurial, high-initiative individuals to allow and enable regions-and the institutions and individuals within them-to pursue bold, overarching strategies amid changing economic needs and conditions. The Tech Hubs program not only makes investments but also supports regions as they design and implement their strategies, pursue resources and commitments for strategy implementation, and execute projects. As a Management & Program Analyst (Public Notice Flyer), you will: Develop and implement strategic communication and stakeholder engagement strategies to drive internal and external partner and stakeholder engagement on program objectives, outcomes, and goals; Establish, maintain, and strengthen relationships with internal and external partners and stakeholders on program developments, impact, and potential collaborations; Develop written briefs, talking points, visual communications (including slide decks), and memos that further an overarching program narrative that enable leadership, staff, and others to communicate with internal and external stakeholders; Analyze place-based policies to develop and disseminate best practices to Tech Hubs and program stakeholders; and Manage and monitor assigned projects to ensure timely delivery of work products and to realize desired outcomes. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-11 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the in the Federal service. Specialized experience is defined as experience: Assisting with developing written briefs, memos, and decks for leadership and external audiences detailing key grant activities or summarizing regional economic development topics. Supporting outreach and engagement activities for regional development. Assisting with researching and analyzing economic development strategies or policies, with a focus on regional and/or place-based initiatives. -OR- EDUCATION: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR COMBINATION: Equivalent combination of education and experience. To qualify at the GS-12 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as experience: Developing written briefs, memos, and decks for leadership and external audiences detailing key grant activities or summarizing regional economic development topics. Identifying and engaging with diverse sets of stakeholders, across public, private, and civic spheres. Supporting outreach and engagement activities for regional development. Research economic development strategies or policies, with a focus on regional and/or place-based initiatives. To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as experience: Developing written briefs, memos, and decks for leadership and external audiences detailing key grant activities or summarizing regional economic development topics. Identifying and engaging with diverse sets of stakeholders, across public, private, and civic spheres. Leading or supporting outreach and engagement activities for regional development. Researching, analyzing and recommending economic development strategies or policies, with a focus on regional and/or place-based initiatives.
