Duties

The incumbent leads a team of federal employees and contractor personnel in accomplishing the work of the Security Section. Assists the supervisor with monitoring/maintaining NIFC security operating systems that protect the NIFC Campus. Ensures minimum security staffing is maintained and assigns shifts to security contract guard vendor(s) for shift coverage as needed. Ensures the Bureau’s strategic plan, mission, vision, and values are communicated to the team and integrated into the strategies, goals, objectives, work plans and work products and services developed by the team. Develops and implements policy and procedures regarding PACs and VSS operation and use. Provides guidance relating to entry and access procedures, facility access control, document storage, accountability, communication security, and physical security. Establishes procedures, schedules, and arranges for physical security inspections and random spot checks of security guards, equipment, and security operating systems to ensure and verify operating functionality. Provides positive entry control for NIFC Campus in accordance with standard operating procedures and other directives. Conducts vehicle and foot patrols of NIFC, NIFC Aircraft Ramp, and NIFC North complex area. Responds to emergencies and/or alarms and documents incidents. Maintains security program and administrative reference materials, project files, and relevant background documents.

Qualifications

Specialized Experience: In order to be rated as qualified for this position, we must be able to determine that you meet the minimum qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. FOR TEMPORARY PROMOTION: For GS-09: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: experience as a team lead in a security role; experience assisting with the development of policies and procedures related to entry, access, and physical security; experience using automated security systems; and experience conducting surveillance and site patrols. -OR- Master's or equivalent graduate degree (degree must be DIRECTLY related to the field of financial management). -OR- 2 full years of progressively higher level graduate education leading to such a degree DIRECTLY related to the field of financial management. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. There are no qualification requirements for a detail assignment. However employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level. Physical Demands: Routine work includes a moderate degree of physical discomfort (walking, running, climbing ladders and stairs, and stooping). Incumbent is required to stand for long periods of time on hard surfaces or concrete. This work could be performed in an outdoor environment where one could be exposed the elements. The incumbent may be required to use force to defend against physical attack. Work Environment: Shiftwork is performed indoor and outdoor, in daylight and in the dark of night, and in adverse weather conditions seven days a week around the clock. The incumbent may be subjected to potential hazards (motorized vehicles, slippery surfaces, dust, smoke, noxious fumes, bright lights) and bodily harm/injury from persons intending harm. This is a not-to-exceed one (1) year detail/temporary promotion assignment. At the expiration of this assignment, or whenever your services are no longer needed, you will be returned to your position or to a position of equivalent pay and grade within your agency of record. This temporary promotion may be made permanent without further competition. Education

Proof of Education:
All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name.
If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

Pass/Fail Courses:
If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

Graduate Education:
One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
