Duties

The incumbent serves as the Physical Security Program Administrator and principal advisor to the Directors and all managers, supervisors, and partners. The incumbent is responsible for all aspects of Physical Security. Develops and implements security plans, policies, and procedures to ensure the appropriate level of protection is in place to provide a safe and secure work environment for NIFC employees. Continually evaluates physical security needs for NIFC facilities and facilitates changes to security equipment and/or procedures to meet those needs. Evaluates and coordinates the installation of protection systems to ensure sensitive information, equipment and other material is not compromised, stolen, misused, or subjected to terrorist, malicious mischief, or other acts of willful interference. Negotiates and incorporates security requirements of interagency partners, who are tenants at BLM facilities to ensure the security needs and requirements of the various partner agencies are met. As the Operational system administrator for the campus/state physical security program, the incumbent shall ensure the following electronically controlled security systems are maintained through applicable service contracts As the Operational administrator of the electronic systems, extensive coordination with the BLM?s IT system administrators is required for the security systems updates, maintenance, and integration. Conducts security assessments for all proposed major construction and produces an assessment report that serves as a guide to the design professional. Reviews building construction/modification design contracts and provides technically authoritative feedback to engineers and contractors regarding security requirements to ensure compliance with both passive and active physical security criteria. Attends construction and pre-construction meetings and provides technically authoritative security considerations and requirements as a function of construction and acquisition planning and execution. Serves as the Contracting Officers Representative (COR) of service contracts for NIFC security systems, and security contracts overseeing contract security services. Plans work to be accomplished by guards. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.

  • Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.
  • An applicant appointed to this position must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position.
  • Required to successfully complete "Physical Security Training Program Course" provided by the Federal Law Enforcement Training Center (FLETC) as soon as possible, but no later than one-year from the date of conditional appointment to the position.
  • Required to successfully complete "Federal Risk Management Training" provided by the USDOT Transportation Safety Institute as soon as possible, but no later than one-year from the date of conditional appointment to the position.
  • Required to complete 40 hours of annual continuing education on security-related training.
  • Must maintain a valid driver?s license in order to operate a government motor vehicle.
  • Position is subject to Drug Testing.

Qualifications

Specialized Experience: In order to be rated as qualified for this position, we must be able to determine that you meet the minimum qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: experience identifying the need for protection and security, maintaining physical means used for protection and security and maintaining procedural and technical methods to enhance physical protection; experience as system user and/or administrator of security systems such as access systems, video surveillance systems, intrusion detection systems, alarms, and emergency employee notification systems; experience conducting security assessments and tracking security vulnerabilities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. There is no substitution of education for specialize experience at the GS-12 and above grade levels.
