Duties
Typical work assignments include:
Serves as the principal advisor to executive level Federal, State, Local, Territorial (FSLTT) and private sector officials on security and resilience policies, assessments, and measures to protect nationally and regionally significant critical infrastructure.
Leads the CISA effort to conduct complex assessments; investigate and identify dependencies, gaps, interdependencies, and vulnerabilities; and determine the cyber-physical nexus of critical infrastructure during planning and event execution for National Special Security Events (NSSE) and Special Event Activity Rating (SEAR) events.
Leverages assessment activity during steady state to inform security and resilience strategies, based on investigation and analysis, used by FSLTT officials during an incident.
Organizes, coordinates, supports, and delivers CISA training programs; and conducts workshops, conferences and information sharing forums for FSLTT and the private sector.
Plans, develops, coordinates, and executes outreach in response to threats and the threat
environment related to DHS, CISA, and IOD strategic initiatives.
Coordinates and conducts briefings, critical infrastructure site visits, and information sharing with critical infrastructure operators and other officials.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying.
You qualify for the GS-13 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties:
Conducting vulnerability assessments on physical facilities;
Reviewing organizational policies and procedures to determine if improvements are needed and implementing critical infrastructure protection programs; and
Providing recommendations to senior level agency security and subject-matter managers on new developments and advances in security and resilience techniques, methods, and procedures.
You qualify for the GS-14 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-13 grade level (or equivalent) performing the following duties:
Conducting and leading vulnerability assessments on physical facilities;
Serving as a strategic, operational and technical authority advising senior level agency security and subject-matter managers on new developments and advances in security and resilience techniques, methods and procedures;
Executing organizational posture/planning in areas such as, but not limited to, Physical Security, Security Management, Security Activity Background, Security Force, Information Sharing, preparedness, response, mitigation, and recovery; and
Coordinating and collaborating with high-level executives in response to, and recovery from, natural or man-made incidents, both physical and cyber.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
