Duties

This Program Specialist position is located Direct Reports (DR) Chief Counsel (CC) Business Management Office (BMO), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Administers or serves as contributing specialist or team lead for small program(s), or segments of programs/projects or initiatives under the direction of the supervisor or program lead. Work is typically reviewed during execution of assignments through quality control reviews of work products and analyses of established metrics for tracking work progress or completion. Coordinates with the supervisor to establish program objectives, plans and schedules activities and milestones as appropriate. Monitors program performance; compiles data and information on performance metrics with various Business Management Programs and enterprise-wide functions such as Employee Performance Management Program (EPMP), Management Control Objective Plan (MCOP) , Human Capital Operations, Budget/Procurement execution, and correspondence processing. Conducts analyses to identify areas in need of process improvement. Proposes technically sound and administratively compliant solutions to address a range of recurring issues and improve efficiency and effectiveness in procedures and processes. May assist in compiling information on program costs and expenditures to support budget preparation and reconciliation. May research options and sources for procuring products and/or services to support program execution and improvements. May assist in developing scope(s) of work for contracted services. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. H Band Such Specialized Experience defined as: Apply qualitative and quantitative analysis and evaluative methods for assessment to support improvement of program procedures, and overall program effectiveness; and) Utilize various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for procurement or contract administration. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience defined as: Identify and interpret administrative regulations and agency operating procedures applicable to organization and management of programs; and) Administer principles and practices of budget administration, including preparing, justifying, or reporting on program-related expenditures and budget, consistent with staffing trackers, reports and processing human resources actions on boards/separations; and the relationships among program, budget, and reporting systems; and) Deliver verbal communication clearly and concisely explaining program goals, objectives, directives and requirements to a wide variety of stakeholders. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
