This vacancy is for a Lead Management Analyst in the Office of Administrative & Employee Support Services (OAESS), Minority Business Development Agency within the Department of Commerce.
Duties
As a Lead Management Analyst, you will perform the following duties:
Ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
Leads the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level, and/or occupational specialization.
Maintains program and administrative reference materials, project files, and relevant background documents and make available policies, procedures, and written instructions from the supervisor; maintain current knowledge to answer questions from team members on procedures, policies, directives, etc.
Resolves simple, informal complaints of employees and refers others, such as formal grievances and appeals to the supervisor or an appropriate management official.
This Job Opportunity Announcement may be used to fill other Lead Management Analyst GS-0343-14 FPL, GS-14 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.
Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-14 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as:
Analyzing and evaluating the effectiveness and efficiency of administrative and human capital program;
Developing administrative guidelines and instructions, compiling statistical material, and/or preparing briefings;
Performing evaluative and advisory activities and assignments AND
Providing customer service in the area of administration.
