Duties

Serves as a Quality Supervisor and performs supply chain management quality functions for DLA Energy. Performs quality oversight functions in accordance with DLA and DLA Energy regulations and policy on product supply, storage/service contracts and pipeline operating agreement, Into-Plane, Aerospace Energy Products, and other commodity contracts. Develops and maintains the program in such a manner as to provide real-time asset condition information of all products procured, undergoing transportation by numerous modes and prior to delivery to the end user. Coordinates with high-level military commands such as Military Sealift Command, COCOMs, Joint Petroleum Offices, Joint Petroleum Offices, contractor staff, plant executives, and foreign government officials. Responsible for the development, coordination, and implementation of requisite quality systems, programs and the use of agency EBS system applications. Acts as DLA Energy's petroleum expert as a liaison to the customer to assist with problem solving and accompanying remediation. Uses Wide Area Workflow (WAWF) for the inspection and surveillance of petroleum products and to document rejections of invoices to ensure prompt payment. May act as Contracting Officer Representative for Depots that are contracted to other parties (Contractor Operated Contractor Owned (COCO)/Contractor Operated Government Owned (COGO). Ensures the efficient, effective, and economical performance of acquisition and surveillance program functions assigned to the Americas North Region. Organizes and presents data on a monthly basis to the Command and is involved in the quality management of Depots.

Qualifications

To qualify for a Supervisory Quality Assurance Specialist (Chemicals), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Reviewing production activities and capabilities in light of contract quality requirements. Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system. Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance. Identifying inadequacies and requesting corrective action. Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods. Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities. Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals. Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections. B. Education Substitution: Education cannot be used in lieu of specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
