Duties

Evaluates contractor?s quality processes, procedures, and documentation for completeness, adequacy, and accuracy. Initiates and submits change recommendations as necessary to meet quality requirements. Monitors contractor quality systems related to services for transporting, testing, or storage of products procured by the U.S. Government (USG). Investigates customer complaints and deficiency reports, and provides identification of causes to appropriate authorities. Performs oversight functions at assigned facilities without direct supervision and reports progress of work to respective supervisor/commander. Ensures contractor conformance (through reviews, audits and other surveys) of the contractor?s systems, documentation and other qualitative and quantitative evidence of quality performance... Cont'd... in accordance with sound quality management practices, quality provisions of DLA Energy solicitations/contracts, product specifications or other contractual requirements. Inspects conveyances (tankers, barges, pipeline setup, trucks, railcars, etc.) utilized for transporting petroleum, chemicals, lubricating oils, missile fuels and gases to determine their suitability for intended use. Observes key operations throughout the procurement process that include manufacturing, production, processing, blending, storage, sampling, testing, shipping, loading, calibration, and documentation. Analyzes solicitations, contracts and other specialized documents to implement DLA Energy Quality Assurance (QA) procedures to verify that products/services offered by the contractor comply with contractual requirements. Assists in the development of, and monitors Memoranda of Understanding (MOUs), and Memoranda of Agreement (MOAs) with foreign nations, and/or foreign Contractor Owned-Contractor Operated (COCO)facilities. Reviews contingency plans and orders and prepares/provides input to quality surveillance annexes. Performs specialized safety audits at Into-Plane contract facilities in accordance with contractually referenced guidelines. Deploys as directed by Command or Management authority to support contingency operations in either CONUS or OCONUS either in the capacity of an LNO or as a functional SME of the DLADCST.

Qualifications

To qualify for a Quality Assurance Specialist (Chemicals), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Reviews contracts and delivery orders pertaining to petroleum products for familiarization, enforcement of clauses, and ease of contractor implementation. Reviews written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. Ensures that product/service quality requirements, specifications, and laboratory analyses are in compliance with the contract. Sufficient knowledge of chemistry to comprehend the significance of results of the analysis of petroleum based fuels, chemicals, Aerospace Energy products, and lubricants is required. In-depth knowledge of petroleum refineries, multi product pipelines, terminal laboratories, and Into-Plane operations sufficient to cover the key complex elements of receiving, blending and compounding, sampling, testing, calibrating of test and measurement equipment, storage and handling, loading and shipping, records and reports, and to determine the adequacy of proposed corrective actions. Understanding of quality assurance methods, principles, and practices is required to evaluate a contractor's conformance to contractual quality requirements and to assure that the contractor's procedures adequately control the quality of the product. Identifying inadequacies and requesting corrective action. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: Although approximately 40% of the work is performed in an office setting, extensive TDY trips are required resulting in continuous environmental changes. TDY trips are required for on-site inspections of contractor loading/discharging facilities (service/procurement) for Energy products, gas, oil, and Into-Plane contract locations. This requires considerable and strenuous physical exertion such as frequent climbing of tall ladders and crouching or crawling in restricted areas i.e., climbing up, onto, and into tanks in excess of 60 feet high and accessing petroleum marine vessel tankers via gangways/Jacobs Ladders. As well to stoop and bend while inspecting storage tanks and may take a couple of hours to complete. Some tanks may require cleaning and necessitating additional periods of standing and climbing. Operations involving support of U.S. military units engaged in combat support duties are also likely. Physical examination is required, both as a condition of employment as well as on a recurring annual basis. Work Environment: The nature of the work requires that the specialist, on a regular and recurring basis, be exposed to potentially dangerous situations. Work is outside, subject to inclement weather conditions, and occurs all hours of the day and night. In all cases, the incumbent is expected to enforce and observe all applicable safety precautions, including the use of personal protective equipment(e.g. toxic chemical protective clothing) and devices. The Quality Assurance Representative (QAR) works in the vicinity of explosive petroleum products, toxic laboratory chemicals, and toxic fuel additives. Incumbent is required to work extensive overtime periods in all types of environments. The QAR can also be voluntarily deployed in support of ongoing U.S. military operations on foreign soil.
