The Chief Strategy Office - Enterprise Analytics and Information office is looking for a Data Analyst to oversee the enterprise information and data architecture (EIA) program and associated activities that extract optimal value from Agency business information and data assets. Duties
As a Data Analyst you will be responsible for the following duties:
Incumbent will maximizes business value derived from data and analytics. Cultivates value creation using the organization's information and data assets, aiding through data exploitation, envisioning data- enabled strategies, as well as enabling all forms of business outcomes through analytics, data and analytics governance, and enterprise information management (EIM) and enterprise data management (EDM) policy. Incumbent will also enable effective data and analytics governance. Assist data and analytics leaders, and business and IT leadership in developing information governance processes and structures. Provide recommendations for roles that interact with data and information assets.

Quantico, VA

Washington, DC
All U.S. Citizens who reside or currently employed in the Washington, DC local commuting area, which includes the entire area within the boundaries of Washington, DC; the Maryland counties of Anne Arundel, Baltimore, Calvert, Carroll, Charles, Frederick, Harford, Howard, Montgomery, Prince George's, St. Mary's, and Washington; and the city of Baltimore and all cities in the geographic area bounded by the outer boundaries of the combined areas of the counties listed above; the Virginia counties of Albemarle, Arlington, Clarke, Culpeper, Fairfax, Fauquier, Greene, King George, Loudoun, Madison, Orange, Prince William, Spotsylvania, and Stafford; and the cities of Alexandria, Fairfax, Falls Church, Fredericksburg, and all cities existing in the geographic area bounded by the outer boundaries of the combined areas of these listed Virginia counties; Adams County in Pennsylvania; Morgan, Berkeley, and Jefferson counties in West Virginia.
Fort Meade, MD

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Mastery knowledge of and experience with the following functional and data technology areas: data modeling, data security and obfuscation, data quality, data integration, data storage, master data management, enterprise metadata management, data marts (physical and virtual), and enterprise content management; Utilization of problem analysis, structured analysis and design, and programming techniques; experience with systems integration patterns, including interface design specifications, and familiarity with web-oriented architecture techniques; Expert experience in developing presentations for reports and briefings, describing analyses and provides recommendations to stakeholders at various levels of the organization, including executive level governance and the Agency Director.
Specifically you will be evaluated on the following competencies:
1. Business Analysis: Defining needs and recommending solutions that deliver value to process improvement, communication management, strategic planning, and policy development.
2. Data Systems and Management: Plan, develop, implement, and/or manage the collection, storage, maintenance, integrity, and/or retrieval of data.
3. Problem Solving: Identifies and analyzes problems; uses sound reasoning to arrive at conclusions; finds alternative solutions to complex problems; distinguishes between relevant and irrelevant information to make logical judgements.
4. Research and Data Analysis: Ensure the organization's compliance with research and data analysis guidance are met and are up to date.

Substitution of education may not be used in lieu of specialized experience for this grade level.
