This position is located at Bureau of the Fiscal Service, Assist Managing Director, Management, Modernization and Customer Care, Operations Support Division. As a Project Management Specialist,you will act as a project manager and lead project teams.
Duties
As a Project Management Specialist, you will:
Understand management analysis and project management techniques, along with a general knowledge of IT concepts and in-depth knowledge of ARC products and services.
Lead the project team with responsibility for overall planning, coordinating, and monitoring of the project's status.
Set priorities and deadlines; report to the team on progress in meeting established milestones and deadlines; assign tasks to team members based on individual skills, difficulty of task, and priorities; make decisions on the work problems encountered by the team; serve as coach, facilitator, and/or negotiator in coordinating team initiatives and in consensus building activities; and provide assistance to team members in their work.
Follow appropriate and industry accepted project management practices (e.g. PMBOK) and other project lifecycle tools and approaches to the assigned work.
Evaluate requirements to ensure that all needed actions are identified and scheduled, and all commitments are met.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for the GS-12 is defined as one year of experience at the GS-11 level, or equivalent in other public or private sectors, that is directly related to the position as listed above and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as ALL of the following:
- Experience leading a team and documenting project deliverables such as schedules, minutes, or action/issue/risk logs; AND
- Experience leading forums, discussions, or presentations to present an idea and gain consensus; AND
- Experience applying specialized project or product lifecycle disciplines, principles and practices to effectively manage varied projects.
Specialized experience for the GS-11 is defined as one year of experience at the GS-9 level, or equivalent, that is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as ALL the following:
- Experience with documenting project deliverables such as schedules, minutes, or action/issue/risk logs; AND
- Experience facilitating forums, discussions, or presentations to present an idea and gain consensus; AND
- Experience assisting with leading specialized project or product lifecycle disciplines, principles and practices to effectively manage varied projects.
OR
Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities necessary to do the work OR I have a LL.M. in a field related to this position.

A combination of the education and experience listed above in which the percentage of specialized experience and education totals 100%
Specialized experience for the GS-9 is defined as one year of experience at the GS-7 level, or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: experience performing administrative work that involves principles, concepts, policies, and objectives applicable to a program or administrative area in order to meet overall program goals and objectives.
Examples of such experience may include:
- Experience in supporting a project with an assigned project manager;
- Experience facilitating group discussions surrounding improved business processes or reaching a common goal; OR
- Served as part of a team that had a goal to implement a new business process or to implement a new business solution
OR
You may substitute education for specialized experience as follows: completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
You may qualify with a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. Only graduate level education in excess of the first 18 semester hours may be combined with experience.
Specialized experience for the GS-7 is defined as one year of experience at the GS-5 level, or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: experience assisting with performing administrative work that involves principles, concepts, policies, and objectives applicable to a program or administrative area in order to meet overall program goals and objectives.
- Experience in being part of a goal oriented team; OR
- Experience in communicating with management; OR-Experience in effective meeting management and meeting note taking.

You may substitute education for specialized experience as follows: 1 full year of graduate level education OR a Bachelor's degree with one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies;
OR
You may qualify with a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks
For the GS-11, you must have been at the GS-9 level for 52 weeks.
For the GS-9, you must have been at the GS-7 level for 52 weeks.
For the GS-7, you must have been at the GS-5 level for 52 weeks.
