This position serves as the Deputy Chief of Police and reports to the Chief of Police at the Coatesville VA Medical Center (VAMC). The position has delegated authority and responsibility to assist the Chief to manage and direct Police operations This is a detail or temporary promotion, not-to-exceed one year. May become permanent without additional competition.

Duties

Major duties and responsibilities include: Observes, evaluates and prepares reports on the performance of department personnel Plans, assigns and explains work requirements to subordinate supervisors for new or changed programs and the functions, goals, processes, skills, and needs Hears grievances and serious employee complaints to resolve or recommend solutions Reviews serious disciplinary cases involving Police Service employees and recommends appropriate actions to higher level management Approves, modifies or rejects career development plans, training requests, employee utilization proposals, and similar matters Develops 24/7 duty schedules and ensures patrol coverage complies with agency policy and meets facility protection priorities Assists in the development of local policies and implements corrective procedures to alleviate identified physical security problems Actively participates in major and minor construction projects during all phases of the project Interprets complex security policies and procedures and is a source to provide guidance to senior facility leadership, other service chiefs, program managers, VBA, and NCA leaders within the Medical Center's catchment area Serves as a management designated liaison, subject matter expert and consultant with federal law enforcement agencies Supports and participates in Incident Command processes when circumstances arise requiring activation of an Incident Management Team Helps to manage the modernization efforts and assists with the plans for the integration of new initiatives, advancements in technology, policies, etc. Acts as part of the team that manages procurement and the accountability of equipment used by and assigned to police service Work Schedule: Monday through Friday, 8:00am - 4:30pm Position Description/PD#: Supervisory Security Specialist - Deputy Chief of Police/PD99955A Financial Disclosure Report: Not required

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Minimum Qualification Requirements: To qualify for this position, you must have at least one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. To be creditable, experience must have been equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience includes: assisting with the operating, directing, and controlling law enforcement and physical security activities; assessing situations and determining appropriate responses; responding to active threat situations; delegating work and evaluating performance of police personnel; providing training on equipment and security systems; conducting arrests, investigating criminal activities, and protecting crime scenes; and ensuring the safety of staff and visitors while on facility property. This experience must be detailed in your resume to receive credit. Firearm Requirement: This position is required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification/certification with the agency-approved firearms as condition of gaining and continuing employment as an Officer. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g)(9). ADDITIONAL POLICE OFFICER CONDITIONS OF EMPLOYMENT: New VA Police Officers are required to attend an 8-10 week course at the VA Law Enforcement Training Center in Little Rock, Arkansas. Satisfactory completion of this course is a condition of continued employment. A medical examination is required. The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. The following medical requirements apply to all applicants: good near and distant vision, ability to distinguish basic colors, and ability to hear the conversational voice. Physical Requirements: The position is required to exert considerable and strenuous physical effort on a regular basis while performing the functions of the position. These functions are normally performed while the position conducts security surveys and inspections, which require crawling in unusually confined building areas. May be called upon to defend themselves and members of staff, patients or the public against physical attack and may be required to exercise deadly force if necessary. Requirements of the position include maintaining firearms qualifications, climbing flights of stairs, carrying heavy equipment/patients during emergencies, running, bending, stooping, physical restraint of aggressive persons, being subjected to assaults by persons evading arrest. Inspections and audits of security systems, constructions sites, and full searches require the performance of duties in a variety of inclement weather conditions walking, crawling in wooded or over-grown field conditions in all elements of seasonal weather. The work is primarily performed in an office-like setting. However, there is the potential for dangerous situations to occur at VA installations to include physical assaults, assaults involving various hidden and open weapons, including firearms, knives, clubs, etc. The position is responsible for physically interacting with aggressive persons. In addition, there can be exposure to moderate discomfort and unpleasantness during adverse weather conditions.
