The position is organizationally known as the Chief of Police and reports to the Medical Center Director or designated executive leadership official for administrative-only direction. The position is responsible for the operation, direction, and control of the law enforcement and physical security activities of a Veterans Affairs Medical Center (VAMC) or Health Care System (HCS).
Duties

Work Schedule: Monday - Friday, 8:00am - 4:30pm
This position serves as the Chief of Police and is located in the Police Service of the Coatesville VA Medical Center, a Veterans Affairs Medical Center (VAMC) or Health Care System (HCS) in Coatesville, Pennsylvania, responsible for the management and direction of police and security programs to include managing the physical security of assets, information, buildings and people.
Plans, assigns and explains work requirements to subordinate supervisors for new or changed programs and the functions, goals, processes, skills, and needs
Hears and resolves grievances and employee complaints, reviews serious disciplinary cases
Ensures police staff are properly trained to operate a variety of equipment and/or security systems
Interprets security policies and procedures and provides guidance to senior facility leadership, other service chiefs, program managers, and others within the medical center's catchment area
Keeps senior facility leadership informed regarding program successes and vulnerabilities
Collaborates with leaders to address concerns, resolve program issues and resource needs
Serves as designated liaison, subject matter expert and consultant with federal law enforcement agencies such as the Office of the Inspector General-Criminal Investigation Division (OIG-CID), FBI, DEA, ATF, Secret Service, state and local law enforcement agencies, etc.
Assists in the development and modification of new Veteran-specific policies and procedures with focus on improving relationships between Veterans and Police
Maintains full responsibility for the protection of the civil rights of all individuals while on VA controlled property
Develops and implements procedures for the detention or arrest of individuals suspected of violations committed against criminal laws
Plans, directs, and updates the crime prevention program and exercises direction and control of investigations into criminal activities
Manages the procurement and accountability of equipment and firearms used
Performs related duties as required.
DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement (10/26/2023).
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: To qualify for this position, you must have at least one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. To be creditable, experience must have been equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience includes: Operating, directing, and controlling law enforcement and physical security activities; assessing situations and determining appropriate responses; responding to active threat situations; delegating work and evaluating performance of police personnel; providing training on equipment and security systems; conducting arrests, investigating criminal activities, and protecting crime scenes; and ensuring the safety of staff and visitors while on facility property. This experience must be detailed in your resume to receive credit.
Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass agency Government Vehicle Drivers physical examination. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your driver's license with your application package. If an interview is requested, you may be required to provide a copy of your valid state-issued driver's license.
Firearm Requirement: VA Police Officers are required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification/certification with the agency-approved firearms as condition of gaining and continuing employment as a Police Officer. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended [18 U.S.C. 922(g)(9)].
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Special Requirements:
Must be capable of arduous physical exertion. This includes the ability to carry persons in emergency evacuations, to run to the assistance of victims, and intercede in physical disturbances. The position must successfully pass an VA prescribed physical and psychological examination prior to employment and on a recurring basis set-forth by VA and participate in a physical training assessment consisting of a 1-mile run, push-ups and sit-ups based upon the candidate's age. This is done to assess continued ability for effective performance.
Must complete a Tier-4 (BI) background investigation every five years as a condition of continued appointment.
This position is authorized to carry a firearm. The employee must meet the standards prescribed in the Lautenberg Amendment (PL 104-208) to the Gun Control Act of 1968 (18 USC 922). Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess firearms or ammunition (Title 18 U.S.C. § 922(g)(91)). Candidates who have been convicted of a misdemeanor crime of domestic violence are not qualified for this position. Candidates under consideration will be required to certify whether they have or have ever been convicted of such an offense.
Must display operational skills and proficiency in handling firearms and other agency approved weapons. The position is required to achieve and maintain qualifications with agency approved weapons commensurate with assigned duties and responsibilities. The position must maintain sufficient physical fitness to perform during emergencies and qualify with the firearm issued and required to carry while on duty. Qualifications require a minimal firing score of 80 percent.
Must successfully complete the VA Police Officer Standards & Training (POST) Academy and other mandatory VA training requirements.
Must qualify annually with an expandable Straight Baton (MEB).
Expected to continue irregular duty hours either in an office setting or in the field with supporting law enforcement agencies. The position is a designated Federal Emergency Management Official (FERO) and is subject to deployment during national disasters or other serious incidents impacting VA or while VA is supporting the National Response Framework (NRF).
Physical Requirements: The position is required to exert considerable and strenuous physical effort on a regular basis while performing duties. These duties are normally performed while conducting security surveys and inspections, which require crawling in unusually confined building areas. The Security Officer may be called upon to defend themselves and members of staff, patients, or the public against physical attack and may be required to exercise deadly force if necessary. Requirements of the position include maintaining firearms qualifications, climbing flights of stairs, carrying heavy equipment/patients during emergencies, running, bending, stooping, physical restraint of aggressive persons, being subjected to assaults by persons evading arrest. Inspections and audits of security systems, constructions sites, and full searches require the performance of duties in a variety of inclement and seasonal weather conditions.
Work Environment: The work is primarily performed in an office-like setting. However, there is the potential for dangerous situations to occur at VA installations to include physical assaults, assaults involving various hidden and open weapons, including firearms, knives, clubs, etc. Without knowledge of the medical history of persons, the position is responsible for physically interacting with aggressive persons. In addition, there can be exposure to moderate discomfort and unpleasantness during adverse weather conditions.
