This position is part of the Office of Intelligence and Counterintelligence. As a Security Specialist, you will be responsible for intelligence security oversight for the Department of Energy; ensuring a secure environment for intelligence information in support of DOE and other National Security programs and policies; managing the Director of National Security's Sensitive Compartmented Information programs within DOE; and providing overall security support to the DOE intelligence complex.
Duties
This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.
As a full performance GS-13, Security Specialist, you will:
Assist the Security Division to ensure compliance with security requirements for accrediting sensitive compartmented information facilities (SCIFs) and interface with the Intelligence Community (IC) on matters related SCIFs.
Provide technical and physical security recommendations to Branch Chief concerning the accreditation of proposed SCIFs within the DOE complex.
Assist in overseeing the execution of polices and directives within the intelligence complex.
Participate in working group meetings and regularly interact with the IC personnel for essential physical and technical matters pertaining to SCIFs.
Research and analyze emerging security technology and requirements to identify implementation requirements, resource implications, and impact on existing security infrastructure and operations.
Requirements

- New incumbent will be required to serve a one-year trial period.
- This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
- In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
- The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
- Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
- This position is not included in a Bargaining Unit.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Evaluating telecommunications systems, electrical and mechanical designs, cable control or facility vulnerability to implementing technical countermeasures.
Assisting with periodic inspections or site visits of Sensitive Compartmented Information Facilities (SCIFs) to determine compliance with existing standards.
Assisting with the development of security awareness or education to focus on the requirements of the SCI program.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
