The primary purpose of this position is to serve as the principal advisor/analyst to the HQ USCENTCOM Commander, management officials and employees on all related civilian HR policies, programs, strategic and theater operational plans. Resolves issues concerning civilian staffing, recruitment, classification, utilization, and management of civilian human resources.

Duties

Serves as senior advisor to the Commander, United States Central Command (USCENTCOM), for civilian personnel policies and administration across the wide spectrum of the combatant command and its Joint Service component commands and activities. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Establishes, develops, and maintains effective working relationships with senior leaders within USCENTCOM, OPM, OSD, Joint Chiefs of Staff and AF. Provides substantive input to command long-range planning and theater operations.

  • Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI).
  • A non-disclosure agreement must be signed.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft for TDY to perform inspections, attend meetings, conferences, workshops, seminars, orientation, and make staff visits.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • KEY Position - meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
  • This position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve").
  • The employee may be required to work other than normal duty hours

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: (1) providing expert advice and guidance to senior leaders on a full range of civilian personnel issues and programs. (2) implementing Human Capital and Strategic HR program changes; (3) conducting research to determine appropriate actions or interpretation of issues that impact the organization FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of the laws, rules, regulations, executive orders, concepts, principles, policies, practices, precedents and procedures pertaining to civilian human resources (Federal, DoD and Foreign National) sufficient to serve as the command's civilian force program manager and senior advisor. This includes a wide-range of substantive programs to include staffing, recruitment, classification, compensation, performance, awards, training, and position utilization/management of civilian human resources. 2. Knowledge of management principles and processes and skill in evaluating the effectiveness and productivity of federal and DoD programs and operations to develop initiatives for improving organizational effectiveness and efficiency. 3. Knowledge of command programs, missions and objectives and their implications to both US and foreign national HR management programs. 4. Knowledge of safety, security, and EEO regulations, practices, and procedures. 5. Skill to plan, organize, and direct work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial command resources, require changes in established procedures, or may be in conflict with desires of command organizations or components. Ability in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations. 6. Ability to lead and manage a team of human capital professionals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
