This position is located within the U.S. Department of Agriculture's Office of the Chief Economist (OCE), World Agricultural Outlook Board (WAOB). The incumbent acts as a senior commodity analyst and, as assigned by the WAOB Chairperson, serves as backup and assistant to the Chairs of USDA's Interagency Commodity Estimates Committees (ICECs). The ICECs are responsible for development of official Department commodity supply and utilization estimates.
Duties
Serves as the primary backup for the Department's principal commodity analysts for crops and livestock products.
Monitors agricultural markets and initiates, directs, coordinates, and conducts economic analyses relating to supply, use, and price forecasts for crops and livestock products.
Provides ICEC Chairpersons with information in required form on latest data, in order to ensure objective, timely, and reliable supply and demand estimates.
Keeps current on changes in world and domestic situation and outlook and responds to inquiries from Department personnel, farmers, market analysts, and media.
Provides input to the ICEC for preparing agricultural estimates and forecasts for release to the public and for internal Departmental program needs; assists in coordinating and reviewing USDA publications.
Performs segments of assigned studies at the direction of Chairs relating to a wide range of world and domestic agricultural issues.
Accepts major responsibility for data development, monitoring, and market analysis for assigned commodities.
Duties listed include the GS-13 level. The full performance level of the position is GS-14.
Requirements

Qualifications
Applicants must meet all qualification and eligibility requirements by the closing date of the announcement, including education and specialized experience as defined below.
Basic Requirement: This position requires applicants to meet basic requirements in addition to at least one year of specialized experience in order to be found minimally qualified. Applicants MUST meet the following occupational series basic requirement.
Economist, 0110 Series
Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.
Specialized experience: In addition to meeting the Basic Requirement as shown above, applicants must also meet the Specialized Experience requirements as shown below. If qualifying based on experience, your application or resume must clearly show that you possess the specialized experience requirements.
GS-13: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience using advanced econometric and statistical analysis techniques to support the evaluation and preparation of forecasts and estimates of international and/or domestic agricultural commodities.
GS-14: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience using advanced econometric and statistical analysis techniques to evaluate and prepare forecasts and estimates of international and/or domestic agricultural commodities and providing policy makers and the general public with economically sound assessments of the agricultural commodity situation and outlook.(Note: This experience must be demonstrated on your resume/supporting documents).
