Duties

Serves as the Chief of Facility Management and Engineering Division at Lake Mead National Recreation Area. Principal advisor and management consultant in all aspects of park maintenance, facilities development and preservation, and other aspects related to human-built environment. Provides management and oversite of Facility Management: Applies principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources. Determines objectives and strategies; coordinates with other parts of the organization to accomplish goals; monitors and evaluates the progress and outcomes of operational plans; anticipates potential threats or opportunities. including technical performance. Provides leadership and oversight and is responsible for organizing, planning, directing, coordinating and reviewing all engineering, operational, functionality, and other technical advice on Utilities, Roads, Trails, Buildings, Grounds, Design and Engineering programs. Establishes and maintains an effective planning and budgeting program. Lake Mead National Recreation Area, America's largest reservoir, was created by the construction of the Hoover Dam. With more than 750 miles of shoreline, you can enjoy a day at the beach, take a boat out and disappear for hours or nestle into a cove to try to catch a big one. Located in the western part of Lake Mead National Recreation Area, Boulder Bay stretches more than a mile along the shoreline of the Boulder Basin of Lake Mead. Boulder Beach has access to many recreation opportunities. Boulder Beach, Special Events Beach, Canoe/Kayak Beach, and PWC Beach are 1-2 miles away where you can kayak and jet ski. To explore the park on land, the River Mountains Loop Trail passes right by the campground. This paved trail is more than 30 miles long and leads to the Historic Railroad Trail. Boulder City is a short drive from the Las Vegas Metropolitan area. Other physical demands include walking, bending, climbing, crawling, and stooping when required on visits to the field sites. Must be able to work under pressure in a high stress position. This position directly or indirectly supervises a large division composed of employees working in many differing fields or work with competing priorities; oversees large projects with varying degrees of complexity and may involve life, health and safety factors for park employees and visitors; works under short deadlines with the regional office and WASO offices. Working Conditions: Required to walk, bend, climb, crawl, and sit at a desk for long periods of time. May occasionally be exposed to dirt, grime, splinters, oil, fuel, chlorine, sewage, etc. This 'includes exposure to temperature extremes, adverse weather conditions and blowing dust and sand. Must travel out of the area frequently to conduct official business for the park. Travel will involve airplane, boat, and land vehicles.

Qualifications

All qualifications must be met by 11:59 PM EST when the 'applicant cut-off' is reached (which may be sooner than 02/20/2024). Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-14 grade level, you must possess the following minimum qualification by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors) supervising professional and administrative staff in the disciplines of engineering, architecture, facility specialists, and budget/accounting or experience managing a facility operations and maintenance program (Utilities, Roads, Trails, Buildings, and/or Grounds). You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the grade level of this announcement.
