Duties
At the Full Performance Level Duties:
-Responsible for Maintenance Work Orders, plans, coordinates, monitors and plans schedules in order comply with daily operations for Lower Colorado Regional Office Buildings and Grounds Group electronic maintenance request and work order system.
-Works with the Group Manager and maintenance foreman with the planning, creation, scheduling, and management of the numerous facility/equipment Preventive Maintenance Work Orders (PM's). Ensures scheduled PM Work Orders are provided to the Maintenance Foreman for action.
-Tracks the status of PM work orders to completion and ensures all relevant information is entered into the Financial Business Management System (FBMS).
-Prepares Purchase Requests (PR's) based on facility maintenance and other needs of the Buildings & Grounds Group.
-Incumbent is required to prepare written Statements of Work, Performance Work Statements, Blanket Purchase Agreements and other required acquisitions documentation needed for a complete Purchase Requests. Processes requisitioning and small purchase ordering authority to initiate procurements via appropriate means, to include use of government issued credit card.
-Ensures the Lower Colorado Basin Regional Office facilities Heating Ventilation and Air Conditioning (HVAC) and lighting systems are functioning at optimal levels. Monitors the Building Management System (BMS) for issues and provides corrective actions, electronically, for minor problems (temperature adjustments, etc.) and ensures an appropriate maintenance work order is created for issues requiring more advanced corrective actions.
-Provides office administrative assistance; including time and attendance tracking, record keeping, maintenance related correspondence, Government Credit Card reconciliation, process travel in the Government Travel System.
- Serves as a Contracting Officer Representative (COR).

GS-7: To qualify at the GS-7, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-5 level in federal service having demonstrated experience.
GS-7 Specialized Experience: Your resume must reflect one year (full-time work) of specialized experience equivalent in difficulty and complexity to the GS-5 grade level in the Federal service. Required Specialized Experience is defined as: Experience in: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities and developing preventive maintenance programs. OR
You could otherwise qualify on the basis of Education having one full year of graduate level education in a major field of study directly related to the work of this position. Acceptable fields of graduate course work may include: Engineering, Industrial Arts, Property Management or Business Administration.
OR meet Superior Academic Achievement: The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed all the requirements for bachelor's degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society. GS-9: To qualify at the GS-9, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-5 level in federal service having demonstrated experience.
GS-9 Specialized Experience: Your resume must reflect one year (full-time work) of specialized experience equivalent in difficulty and complexity to the GS-7 grade level in the Federal service. Required Specialized Experience is defined as: 1) Prepare statement of work and serve as the contractor representative to ensure compliance with contracts; 2) Draft instructions and step-by-step procedures for operation, maintenance, and modification of assigned equipment;
3) Determine facility, grounds, or equipment overhaul, maintenance, restoration, or repair needs; 4) Experience with computers and database programs to monitor and track program requirements. OR Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. Acceptable fields of graduate coursework may include: Engineering, Industrial Arts, Property Management, or Business Administration. OR Combination of graduate level education (as defined above) and specialized experience (as defined in the Specialize Experience above) for the GS-9 position.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

Education
This vacancy announcement allows substituting education for experience at the GS-7 grade level and GS-9 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.
If qualifying based on substituting education for experience: You will be required to provide official college transcripts to verify educational qualifications, if selected.
