Duties
This position serves as a Biologist for Sitka National Historical Park. On an island amid towering spruce and hemlock, Sitka National Historical Park preserves the site of a battle between invading Russian traders and indigenous Kiks.ádi Tlingit. Totem poles from Tlingit and Haida areas line the park's scenic coastal trail, and the restored Russian Bishop's House is a rare reminder of Russia's colonial legacy in North America. As the Biologist, major duties include:
Identify, evaluate, and monitor natural resources. Analyze resulting data to determine and document significance.
Develop protection, mitigation, and restoration projects to prevent resource damage or restore habitat, plant, or animal communities, manage landscapes and physical resources.
Evaluate proposed projects or actions and assists with environmental document preparation in compliance with National Environmental Policy Act (NEPA).
Identify research needs, prepare Request for Proposals (RFP) or statements of work, and provides oversight for research projects. Serve as Contracting Officer Representative or Agreements Technical representative.
Conduct program management duties: develop work plans and schedules, scopes of work, cost estimate, and proposals to accomplish goals.
Qualifications
All qualifications must be met by the closing date of this announcement-02/28/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. BASIC REQUIREMENT:
To qualify for this position at the GS-11 grade level, you must possess at least one of the basic requirements for the General Natural Resources Management and Biological Sciences 0401 series as follows:
General Natural Resources Management and Biological Sciences, 0401 series:
Successful completed a bachelor's degree or higher in an accredited college or university in one of the following areas: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must include transcripts.
OR
Combination of education and experience that included courses equivalent to a major in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position and experience. Experience which is in or related to the position to be filled and which provided the necessary knowledge, skills, abilities, and competencies to successfully perform the duties of Biologist. This experience includes activities such as: Designing and implementing research or long-term monitoring for conservation; planning and carrying out management of terrestrial, marine, or intertidal ecosystems; conducting field studies, gathering scientific data, performing data analysis, preparing reports; preparing publications for scientific peer review; preparing and making scientific presentations; and making management recommendations for natural resource management. You must include transcripts and list the number of hours worked per week in your resume.

In addition to meeting the basic requirement listed above, to qualify for this position at the GS-11 grade level, you must possess the following minimum qualifications by close of the announcement.
EXPERIENCE: At least one year of specialized experience equivalent to the GS-09 level in Federal Service (obtained either in the private or public sectors) which is in or related to the position to be filled and which provided the necessary knowledge, skills, abilities, and competencies to successfully perform the duties of Biologist. This experience includes activities such as: Designing and implementing research or long-term monitoring for conservation; planning and carrying out management of terrestrial, marine, or intertidal ecosystems; conducting field studies, gathering scientific data, performing data analysis, preparing reports; preparing publications for scientific peer review; preparing and making scientific presentations; and making management recommendations for natural resource management. You must provide hours worked per week.
OR
Successfully completed at least three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must include transcripts.
OR
Combination of education and experience as described above. To calculate your percentage of qualifying graduate education, divide your number of semester hours in excess of 36 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the percentages together. The total must equal at least 100% to qualify. You must include transcripts and hours worked per week worked.

You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
