This position is located in the Office of Global Health and HIV (OGHH) providing management and strategic guidance for Peace Corps global health activities around the globe. The incumbent assists with financial guidance, planning, and execution management of President's Emergency Plan for AIDS Relief Posts; supports the planning and execution of all financial and administrative procedures at headquarters, and the overall execution of headquarters budget.

Qualifications

FP-03 (Equivalent to the GS-13) To be minimally qualified for this position at the FP-03 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-04 or GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience is defined as: Serving as an organizational expert on budgeting and financial management issues; developing and execution of annual budgets, resolving budgeting or financial management issues; Assisting in overseeing project plans, monitoring and analyzing the timeliness and implementation steps of various component activities in meeting established goals and objectives.

FP-04 (Equivalent to the GS-12) To be minimally qualified for this position at the FP-04 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-05 or GS-09 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
Specialized experience is defined as: Planning budget formulation, and financial management and reporting programs; developing administrative regulations related to allocation and distribution of personnel resources, and/or program guidance.

FP-05 (Equivalent to the GS-11) To be minimally qualified for this position at the FP-05 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-06 or GS-08 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience is defined as: Development and execution of annual budgets, resolving budgeting or financial management issues; evaluating measurements, program productivity, effectiveness, and efficiency.
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Please note: Peace Corps employees are employed using the Foreign Personnel (FP) pay scale. The FP pay plan does not follow the same structure as the GS pay plan. In the FP pay plan, as the grade-level numbers decrease the level/pay for the position increases (e.g., the FP-09 is the lowest entry-level pay and the FP-01 is the highest senior-level pay).
