The primary purpose of this position is to to serve as the Air Force Explosive Ordnance Disposal (EOD), Munitions User
Functional Manager (MUFM) for the organization.
Duties
Serves as the Air Force Centralized Explosive Ordnance Disposal (EOD) Munitions User Functional Manager who is the single focal point for all MUFM functions in support of Air Force EOD installation level munitions requirements for base-level users.
Provides Air Force strategic management control of demolition munitions requirements and centrally managed equipment acquisitions.
Manages Air Force EOD Program Planning, Programming, and Budgeting Guidance, Resource Allocation, and Operational Mission Support.

- Experience at MAJCOM or higher headquarters level and at base level civil engineering EOD or munitions maintenance units is highly desirable.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes having, or will have within 120 days of closing date of this announcement, at least (1) year of specialized experience, at the next lower grade (GS-11 or higher) or equivalent level (may have been obtained in the federal service, military, or public sector) which includes comprehensive knowledge of Explosive Ordnance Disposal (EOD) programs, munitions management functions, regulations, business practices, concepts, principles, and procedures; ability to acquire and administer human, financial, material, and information resources utilizing the Federal Planning, Programming and Budgetary System; and ability to utilize analytical and evaluative techniques to identify, investigate, and resolve complex problems, provide recommendations, and develop innovative solutions for planning and programming actions that impact EOD munitions management functions, program goals, and objectives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a broad range of Air Force and Joint EOD programs, regulations, sound business practices, concepts, principles, procedures, practices and extensive familiarity with other engineering disciplines and architecture.
Knowledge of professional principles, practices, techniques, and procedures to effectively perform functions associated with program and project development, process improvement principles, execution, training, and advisory services.
Knowledge of the Federal Planning, Programming and Budgetary System (PPBS); ability to acquire and administer human, financial, material, and information resources in a manner that instills public trust and enables the organization's mission.
Skill in researching, analyzing, interpreting, and applying rules, regulations, and procedures in a variety of situations and developing viable conclusions and recommend solutions based on justifiable facts and evidence.
Ability to develop and implement organizational vision that integrates program goals, priorities, and values; plan, organize, mentor, motivate, and appraise the staff of supporting and supported organizations.
Ability to produce effective written and oral communications; produce complete and accurate staff work; initiate process change and improvement; plan and organize.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
