You will serve as a GG-0343-13 Management Analyst for JIATF WEST, located at Camp H.M. Smith in Hawaii. As the Task Force Representative (TFR) for selected countries, you will perform duties as the Joint Interagency Task Force (JIATF) West Director's direct representative and liaison to U.S. and foreign government officials and provide expert advice on U.S. Embassy and JIATF West programs, projects, and plans for assigned countries.
Duties
You will provide expert advice on U.S. Embassy and organization programs, projects, and plans for assigned countries to include Significant Security Cooperation Initiatives.
You will proactively engage with U.S. Law Enforcement, interagency, and U.S. Embassies to develop specific country engagement requirements and intelligence support to investigations and operations.
You will develop regional plans of focus and support operational planning efforts by developing specific country engagement requirements focusing on identifying, disrupting, and degrading drug trafficking organizations.
You will engage with United States Indo-Pacific Command (USINDOPACOM) and interagency counterparts to ensure the organization's priorities are represented in long-term country strategy plans.
You will develop objective-based yearly operations, activities, and initiatives to enable capacity building for foreign partners via U.S. law enforcement partners.
You will coordinate with U.S. law enforcement partners to determine priorities and targets to feed the intelligence cycle to develop target and intel packages.
You will develop itineraries, arrange meetings, provide administrative support, produce talking points, and other required products for Command events (i.e., Key Leader Engagements, delegation visits, etc.).
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a 2-year DCIPS trial period.
- Extensive travel CONUS and OCONUS is required. Able to travel up to 21 days per month.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as:
1. Provide expert advice on U.S. Embassy and agency programs, projects, and plans for assigned countries, to include Significant Security Cooperation Initiatives.
2. Proactively engage with U.S. Law Enforcement, interagency, and U.S. Embassies to develop specific country engagement requirements and intelligence support to investigations and operations.
3. Support operational planning efforts by developing regional plans of focus and specific country engagement requirements focusing on identifying, disrupting, and degrading drug trafficking organizations.
4. Plan, coordinate, and monitor in-theater engagements with U.S. and partner nation entities for assigned countries to support the operational activities of the organization.
5. Develop, refine, and report agency-wide performance measures.
