Duties
The primary purpose of this position is: To serve as Headquarters, Continental United States (CONUS) North American Aerospace Defense (NORAD) Region (CONR)-First Air Force (1 AF), Air Forces Northern and Air Forces Space (AFNORTH & AFSPACE) senior Global Force Management (GFM) analyst and principal planner, applying in-depth knowledge of GFM processes, procedures and adaptive planning to develop recommendations to senior staff to resolve critical and substantive problems impacting Homeland Air Defense, National Special Security Events (NSSE) and other national-level issues in support of assigned NORAD, USNORTHCOM and USSPACECOM mission sets.
Senior planner for AFNORTH and AFSPACE Global Force Management (GFM).
Apply highly specialized and compartmentalized GFM expertise to plan future homeland defense, civil support, and space operations.
Participate in Operations, Air, and Joint Planning Groups, Provide Recommendations, Mitigate Risk.
Prepare, Coordinate, Execute GFM.
Serve as GFM subject matter expert during contingency events.

- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category II/Type 5/ Code O.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, Homeland Defense, DSCA, NSSE, mobilization, exercise, rescue, and long-range and contingency planning, and operational strategies and support for AOC, ground and aerial operational capabilities; knowledge of the various command entities involved in overall planning and execution of operations and evaluations; knowledge and skill in applying analytical and evaluative methods to issues concerning the capability and effectiveness of systems operations and their ability to meet mission needs which may include conducting major air defense operations, mobilization, rescue, mission and flying operations, deployment, rescue, disaster relief operations, and/or special operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, Homeland Defense, countering Transnational Criminal Organizations, DSCA, NSSE, mobilization, exercise, rescue, and longrange and contingency planning, and operational strategies and support for AOC, ground, and aerial operational capabilities.
Knowledge of Joint Planning Process-Air (JPP-A); the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall planning and execution of military operations and evaluations. Knowledge of Global Force Management orders and application of adaptive planning and the joint operational planning and execution system processes as they apply to operations planning and execution.
Detailed knowledge of Joint and Air Force doctrine, adaptive and crisis action planning and operational concepts with particular emphasis on Homeland Defense Operations and countering Transnational Criminal Organizations. Skill in designing and conducting comprehensive force management analysis and preparing solutions to resolve critical and substantive problems and issues of mission effectiveness and efficiency. Issues are immediate or longterm in nature and generally involve mission planning and execution.
Ability to plan, organize, and negotiate effectively with senior analysts, military officers and management to accept and implement recommendations, where proposals involve critical and substantial resources, and require extensive changes in established concepts and procedures.
Ability to interpret and deconflict frequently conflicting guidance from multiple sources; transforming it into clear, concise, and easily understood guidance. Must analyze multi-faceted, complex situations, develop courses of action for execution with impacts, and implement directed actions upon approval.
Ability to draw together diverse concepts; communicate effectively, both orally and in writing; negotiate and mediate complex issues; and maintain good working relationships. Ability to lead planning teams; originate new ideas, projects, and methodologies; and execute projects within established time constraints.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
