This position serves as a Management and Program Analyst within the Veterans Health Administration (VHA), Office of Emergency Management (OEM), and within the Office of the Assistant Under Secretary for Health for Operations, located in Martinsburg, West Virginia.
Duties
The primary purpose of the work is to provide teams with the tools, methods and data to improve their processes, organizational effectiveness and efficiency. This may include reviewing various macro and micro systems within the emergency management spectrum. The incumbent applies systems engineering methodologies such as advanced data analysis, modeling and simulation, and lean to improvement initiatives. Responsibilities will include but are not limited to launching and supporting system redesign team's data analysis needs, providing expertise for consultations over data analysis, and providing education and research expertise in support of national OEM leadership expectations. The incumbent recommends and develops methods of performance evaluation and process improvement for VHA's Comprehensive Emergency Management Programs (CEMP) and provides training and consultative services to all levels for CEMP regarding the requirements and implications of the systems redesign initiatives based on program and data analysis. The VHA CEMP supports the mission, vision and strategic goals of the organization to ensure the continuity of patient care, the safety of patients, staff, and resources and provides for the continuity of hospital operations in the event of a disaster or emergency.
Work Schedule: 07:00 am -15:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs; Knowledge of program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments; plan, organize, and carry out complex duties involving multiple programs within time constraints, without direct supervision; must have the ability to establish and maintain effective working relationships with clinical and administrative staff.; must be discreet, use tact and diplomacy, and exercise good judgment in all interpersonal interactions; must be able to communicate effectively, both verbally and in writing, with clinical and administrative staff; must be knowledgeable of confidentiality regulations and must demonstrate responsible management of all identifiable information; and must possess strong public speaking and presentation skills and must be able to develop and present information before groups composed of OEM executive management.

Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer requirements or driving a motor vehicle relative to attendance at meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations.
