This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)
This National Guard Excepted Service position is for FINANCIAL MANAGER, Position Description Number NGT5133000 and is part of the Comptroller Division in the (USPFO) of the District of Columbia Army National Guard.

Duties
The purpose of this position is to serve as the Chief Financial Officer (FM) for the state Army National Guard (ARNG). This position is responsible for meeting the congressional intent of the Chief Financial Officer Act. Supervises a minimum of five full-time employees. Coordinates financial programs, which support the national and worldwide missions of the Department of Defense (DoD), by translating actions, both past and proposed, into meaningful and relevant information for use in the leadership and management decision-making process.
Duties
Serves as the principal financial advisor and the technical expert to the state Adjutant General (AG), USPFO, senior staff management, major subordinate commands, and the Program Budget Advisory Council (PBAC). Provides advisory services through briefings, conferences, advisory committee meetings, etc, on a regular basis.
Establishes and directs financial policies to ensure compliance with fiduciary responsibilities, statutory requirements, regulations, procedures, national and local policies enabling the optimum use and control of financial resources.
Serves as the certification officer for all ARNG disbursements and is pecuniary liable for these disbursements. Interprets the legality and propriety of all payments.
Develops, coordinates and organizes an integrated system of financial services, including budgeting, accounting, financial analysis, operational review, accounts payable, military pay, civilian pay, travel, government travel card program, and financial management reporting.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.

Requirements
- The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- May be required to successfully complete a probationary period.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- This position is subject to provisions of the DoD Priority Placement Program.
- Participation in direct deposit is mandatory.
- Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration which will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

GENERAL EXPERIENCE Evaluate applicant's knowledge, skills, and abilities for these individual occupational requirements:
Skill in collecting and analyzing data effectively, efficiently, and accurately;
Ability to plan, direct, and coordinate difficult and complex programs;
Ability to establish and maintain effective working relationships, not only with subordinate staff, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity, and resourcefulness.
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
Ability to apply a high level of sound and independent judgment in the solution of financial problems and in the administration of a financial management program.
Skill in applying procedures and directives by reading and interpreting program material.
SPECIALIZED EXPERIENCE
Must have 1-year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the financial management occupational series and grade. Specific experiences earned through employment and volunteer work in private and public sector agencies. Your resume package may include military service experiences and/or civilian experiences; military and/or civilian performance reports; military or civilian training certificates; and official college transcripts (this is mandatory). Your resume and questionnaire application responses must clearly demonstrate possession of the competencies needed to fully perform the National Guard Title 5 Excepted Service Series GS-0505 Financial Manager Program work, as defined in the applicable position description's specified grade, certifications, duties, and responsibilities.
Experiences gained through military technical training schools or civilian academic courses, or related civilian work are included in the one-year on-the-job specialized experience.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.

Education
Must posses at least a Bachelors degree in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
